Continuing the 8th Session, on the morning of October 31, the National Assembly discussed in groups the draft Resolution on organizing urban government in Hai Phong City; the establishment of Hue City under the Central Government.
According to the draft resolution, the local government in districts and wards in Hai Phong city is the People's Committee of the district and ward and is the state administrative agency in the district and ward (not organizing the People's Council of the district and ward).
When organizing local government, the functions, tasks and powers previously performed by the District People's Council and Ward People's Council will be transferred to the People's Council, People's Committee and Chairman of the People's Committee of Hai Phong City.
At the same time, add some tasks and powers to these agencies similar to what Ho Chi Minh City and Da Nang are doing to ensure compliance with the urban government organization model.
In the condition of not organizing People's Councils of districts and wards, the tasks and powers of the People's Council of Hai Phong City have increased due to the transfer of some tasks and powers of the People's Councils of districts and People's Councils of wards under the district.
To ensure effective implementation of the tasks and powers of the City People's Council, the draft resolution stipulates an increase of 9 full-time delegates compared to the current number, including 1 Vice Chairman of the People's Council, 4 Deputy Heads of Committees and 4 full-time members of the City People's Council's committees.
Hai Phong City People's Committee decided to transfer some functions, tasks and powers of specialized agencies under the City People's Committee to other specialized agencies and administrative agencies under the City People's Committee, District People's Committees and Thuy Nguyen City.
Along with that, the decision to establish, reorganize and dissolve public service units under the City People's Committee.
The Chairman of the Hai Phong City People's Committee is authorized to authorize the head of another administrative agency under the City People's Committee, the head of a public service unit under the City People's Committee to perform one or several of his/her tasks and powers within a specified period of time with specific conditions attached.
According to the report, the Government has submitted to the National Assembly Standing Committee the establishment of Thuy Nguyen City under Hai Phong City with an area of over 269 square kilometers and a population of nearly 398,000 people, accounting for 16.34% of the population of Hai Phong City.
The draft resolution stipulates the direction of increasing 1 Vice Chairman of the People's Council, 1 Vice Chairman of the People's Committee and establishing the urban committee of the People's Council of Thuy Nguyen City.
Along with that, increase the number of full-time delegates to arrange the positions of Head and Deputy Head of the Urban Committee of the People's Council of Thuy Nguyen City (with 2 Vice Chairmen and no more than 8 full-time delegates).
Regarding the establishment of Hue City under the central government, this city has an area of nearly 5,000 km2 and about 1.2 million people. The city has 9 district-level administrative units (2 districts, 3 towns and 4 districts), 133 commune-level administrative units (78 communes, 48 wards, 7 towns).
After the National Assembly issues a resolution to establish Hue City under the central government, the National Assembly Standing Committee will issue a resolution to establish Thuan Hoa district, Phu Xuan district, Phong Dien town and arrange other district- and commune-level administrative units under Hue City under the central government.
On the afternoon of October 31, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Health Insurance. Afterwards, the Minister of Health explained and clarified a number of issues raised by National Assembly deputies.
