The National Assembly has passed the Law amending 10 laws on security and order, effective from July 1, 2026. Among the amended laws is the Law on Residence.
The Law has amended and supplemented Article 20 on conditions for permanent residence registration.
Accordingly, children under 6 years old who are allowed to register for permanent residence at a legal place of residence are not under their ownership when living with their father, mother, or guardian without the consent of the household owner and the legal owner of that place of residence.
At the same time, citizens are allowed to register for permanent residence at a legal place of residence that is not under their ownership when the homeowner and owner of that legal place of residence agree.
The law clearly states that the wife must live with her husband; the husband must live with his wife; people aged 6 years or older must live with their father, mother, guardian; father, mother must live with their children; people with civil act capacity loss, people with difficulty in perception, and those who are masters of guardian behavior;
Elderly people living with brothers, sisters, siblings, grandchildren; people with severe disabilities, people with severe disabilities, people with unable to work, people with loss of civil act capacity, people with difficulty in perception, mastering the behavior of living with grandparents, grandmothers, paternal grandparents, paternal sisters, paternal brothers, paternal uncles, paternal uncles, paternal aunt, maternal aunt, maternal aunt, maternal grandchildren;
Minors who are not minors are approved by their father, mother or guardian or no longer have a father or mother to live with their grandparents, maternal grandparents, maternal grandparents, maternal grandparents, maternal grandmothers, biological brothers, biological sisters, biological brothers, biological uncles, biological uncles, biological aunt and aunt".
Correspondingly, the permanent residence registration documents for the above cases have also been amended and supplemented accordingly. The dossier will include a declaration of change of residence information, clearly stating the consent to permanent residence registration of the household owner, legal owner or authorized person, except in cases where there is written consent.
In case a person under 6 years old registers for permanent residence with a father, mother, or guardian, the Declaration of Change of Residence Information does not require the consent to the permanent residence registration of the household owner, legal owner, or authorized person.
Documents and papers proving the personal relationship with the homeowner or member of the household, except in cases where there is information showing this relationship in the National Population Database, Residence Database, etc.
