Continuing the 29th session, on the morning of December 14, the Hanoi People's Council passed a Resolution on amending and supplementing a number of contents in Resolution No. 69/2025/NQ-HDND dated November 27, 2025 of the Hanoi People's Council stipulating a number of policies on compensation, support, and resettlement when implementing urban renovation and embellishment projects; renovating and rebuilding apartment buildings in Hanoi.
The Resolution aims to implement Clause 6 and Point c, Clause 9, Article 20. Clause 3, Article 29 of the Capital Law No. 39/2024/QH15.
Accordingly, the Resolution proposes to amend Clause 3, Article 6 of Resolution No. 69/2025/NQ-HDND dated November 27, 2025 of the City People's Council as follows: "house owners and land users who are recovered to implement urban renovation and improvement projects that are eligible for resettlement for site clearance without a need for resettlement are eligible to choose to buy or rent social housing at social housing construction projects in the city, do not have to draw lots and do not have to meet housing conditions, subject conditions, and income conditions according to current law".
The Resolution supplements Clause 4, Article 6 of Resolution No. 69/2025/NQ-HDND dated November 27, 2025 of the City People's Council: "Owners of houses and land users who are recovered to implement urban renovation and improvement projects but do not meet the conditions for resettlement, have housing difficulties, are eligible to choose to buy or rent social housing at social housing construction projects in the city, do not have to draw lots and do not have to meet housing conditions, subject conditions, and income conditions according to current law. The City People's Committee stipulates in detail the criteria for home owners and land users to be able to buy and lease-purchase according to each specific case".
According to the Resolution, homeowners and land users subject to land acquisition in urban renovation and embellishment projects that have not been finalized for completion until the effective date of this Resolution and are not eligible for resettlement, and have not been supported to buy or rent social housing, shall be applied according to the provisions of Clause 2, Article 1 of this Resolution.
