Land data cleaning campaign achieves many important results
On December 11, the Ministry of Agriculture and Environment coordinated with the Ministry of Public Security to organize a conference to summarize plan No. 515 to implement the enrichment and cleaning campaign of the national land database.
Speaking at the Conference, Minister of Agriculture and Environment Tran Duc Thang said that before this campaign took place, our country's land information system still had many shortcomings.
Land data has been built over many periods, since 1994, with different technology platforms and regulations, leading to a situation of "ards and data". We have 2 parallel operating models (concentrated and distributed) with different software being used in localities. These shortcomings make it difficult to connect, share and exploit data; more importantly, our data does not ensure the criteria of "correct - enough - clean - relevant", information is often errors, duplication or lack of original data.
For that urgency, the Ministry of Agriculture and Environment and the Ministry of Public Security have launched a 9-day and night campaign (from September 1, 2025 to November 30, 2025) with the ultimate goal of creating a "correct - sufficient - clean - living - unified - shared" data platform.
Despite the implementation in a very urgent time, the huge workload and especially many localities having to struggle to cope with natural disasters, storms and floods, the campaign has achieved the following figures:
More than 61 million plots of land have been reviewed and handled. Of which, there are more than 24 million plots of land guaranteed to be "correct - sufficient - clean - alive", ready to be put into operation and exploited in real time. The Ministry of Public Security has supported localities in matching and authenticating more than 87 million data points with the National Population Database. The results have successfully authenticated the information of the land user for more than 38 million plots of land. This is the most important legal basis to ensure the rights of the people.
Up to now, all 34/34 provinces and cities have synchronized the central land database with more than 61 million plots of land in the national land database; of which, more than 2 million plots of land have been synchronized with the national population database.
Regarding the collection of missing data, more than 6.2 million Land and Housing Certificates (reaching more than 81% of the plan) have been collected in places without a database to conduct digitalization and create new data.
At the Conference, Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, said that the total results showed that there were 109 million plots of land that needed to be digitized and cleaned, but after 90 days and nights, we have only digitized and cleaned approximately 25 million plots of land in accordance with the principles and criteria set by the Central Steering Committee, which are correct - enough - clean - vital, reaching a rate of 25%. Thus, there is still 75% of data that must be implemented.
According to the Deputy Minister of Public Security, it is necessary to implement more strongly to complete the land database in 2026. This is a mandatory time frame, not extended.
Permanent residence registration does not require submitting documents proving legal residence
At the Conference, Lieutenant General Mai Hoang - Director of Ho Chi Minh City Police said that, implementing the 515-day Plan of the Ministry of Agriculture and Environment and the Ministry of Public Security, the City Police have coordinated with the City Department of Agriculture and Environment to enrich and clean up 3,835,107 plots of land, synchronously based on the national population database, reaching a rate of 89.5%.
From the cleaned land data, the City Police is one of the local police pioneers in piloting the deployment of land database information to receive and handle online residence registration procedures via the National Public Service Portal. Accordingly, people do not need to provide documents proving their legal residence. At the same time, the grassroots police force also does not have to carry out manual verification steps, shortening the time to handle residential procedures for people compared to previous manual procedures.
According to the Director of Ho Chi Minh City Police, as of July 1, 2025, with the application of the land database, the City Police have handled more than 10,000 applications for permanent and temporary residence registration for people.
The City Police proposed to propose a number of contents that need to be focused on in the coming time as follows: First, soon complete the connection and officially exploit the two-way real-time land database between the national land database and the residence registration system. Accordingly, it is allowed for residents to directly look up land databases on professional software through the use of system platforms and databases of local ministries and branches connected on the national database system in real time when verifying legal residence instead of depending on documents provided by people.
Second, it is recommended to add and upgrade some application utilities on the National Public Service Portal to make the exploitation of national land data more convenient for people and management agencies. Typically, integrating additional utilities to look up land plots according to ID numbers or land use right certificates, assets attached to land to help people quickly locate valid information to declare their place of residence...
Third, issue authentication instructions for land plots owned by agencies and organizations so that localities can complete enrichment and clean 100% of land data according to Plan 515.
