Regulations on the level of support for production facilities with animals forced to be destroyed due to epidemics

The Government has just issued Decree No. 116/2025/ND-CP dated June 5, 2025 regulating policies to support the treatment of animal diseases.

This Decree stipulates policies to support production facilities with animals and animal products forced to be destroyed due to animal diseases; support participants in overcoming animal diseases.

The Decree clearly states that the state partially supports the damage caused by animal epidemics, without compensation for damages.

Implement support publicly, transparently, promptly, qualifiedly, to the right subjects, at the right norms, in accordance with the actual conditions of the locality, not allowing policy profiteering, negativity, or waste.

Production facilities with animals and animal products must be destroyed due to animal diseases as prescribed in Clause 1, Article 1 of this Decree and in one of the following cases.

In cases where an epidemic has been announced, there are animals and animal products that must be destroyed according to the provisions of law in areas with epidemics, areas threatened by epidemics, and buffer zone areas.

In case of not being eligible for diseases, animal and animal products at the first outbreak, the test results are positive for the disease on the list of animal diseases that must be published or the list of infectious diseases between animals and people or animals at the next outbreak on the same commune level (in accordance with the law on local government organizations), which are concluded by the diseases with the first sign.

In cases where a new disease appears in Vietnam but is not eligible for declaration, there must be a document from a competent authority as prescribed by the law on veterinary medicine confirming the cause of the new infectious disease.

The Decree clearly states that the condition for support for participants in overcoming animal diseases is to be assigned or mobilized in writing by competent state agencies and units.

Regarding the support level, the Decree stipulates that for establishments producing onshore animals: Buffalo, cows, horses, goats: 50,000 VND/kg of air; Sheep, star deer: 55,000 VND/kg of air; pigs: 40,000 VND/kg of air; Chick, duck, goose, goose, pilot: 35,000 VND/kg of air; Chickens: 20,000 VND/kg of air; Deer: 50,000 VND/kg of air; Poultry eggs ( chicken, duck, duck, duck, goose, pilot): 20,000 VND/kg.

For aquatic animal production facilities: Seed lobsters: 10,000 VND/head; Seed shrimp (white-leg shrimp, shrimp) from the post-larvae stage of 12 or more: 10,000,000 VND/01 million pigs; Seed fish (sea fish, pangasius, traditional fish, tilapia, cold-water fish): 10,000 VND/kg;

Area of farming cross-ultural shrimp (feeding rice shrimp, ecological shrimp, forest shrimp, combined shrimp): 9,000,000 VND/ha; Area of farming cross-ultural shrimp (idescent, deep-growing shrimp): 12,000,000 VND/ha;

White-leg shrimp farming area: 20,000,000 VND/ha ( farming density from 50 - 100 pigs/m2); 30,000,000 VND/ha ( farming density from over 100 - 250 pigs/m2); 50,000,000 VND/ha ( farming density from over 250 pigs/m2);

Area of traditional fish farming, native fish species: 10,000,000 VND/ha; Area of deep-seared pangasius farming: 50,000,000 VND/ha; Area of deep-seared pangasius farming: 30,000,000 VND/ha;

Cold-water fish (fishing, salmon) for intensive farming: 20,000 VND/kg; Freshwater aquatic products for cage and raft farming: 5,000 VND/kg; Seafood for cage and raft farming: 10,000 VND/kg.

The above regulations take effect from July 25, 2025.
