Phu Lien ward was established on the basis of arranging the entire natural area and population of Bac Ha and Ngoc Son wards, most of Van Dau and Nam Son wards, part of Tran Thanh Ngo, Dong Hoa, Bac Son wards and Nam Hai residential group (Truong Son town).
In the 2020 - 2025 term, the Party Committee, government and people of the wards have comprehensively completed 17/17 set targets, of which 8 targets exceeded the plan. The work of building the Party and the political system is comprehensively focused on politics, ideology, ethics, and organization. The leadership capacity of Party committees at all levels has been improved. The Fatherland Front and socio-political organizations have promoted their role in monitoring and criticizing, contributing to strengthening the great national unity bloc. State management in all fields has been strengthened, its effectiveness and efficiency have been improved, creating trust and high consensus among the people.
The economy continues to develop, the growth rate remains stable. The total production value of the industries increased by an average of 16%/year, budget revenue increased by an average of 14.7%/year. In the 2021 - 2025 period, the ward has mobilized and disbursed more than 597 billion VND to invest in 65 works and projects. Education achieved outstanding results with 15/15 schools passing quality accreditation, 5 schools meeting national standards, of which 2 schools met level 2 standards and level 3 accreditation...
Phu Lien Ward Party Committee determined the goal of building a clean and strong Party organization and political system by 2030; an effective and efficient administrative apparatus; and a team of cadres to meet the requirements of the tasks. The ward focuses on mobilizing and effectively using all resources, exploiting maximum potential and advantages after the merger; promoting digital transformation, green transformation; developing synchronous, modern transport infrastructure, connecting conveniently inside and outside the city. The goal is to build Phu Lien into a smart, modern city; ensure social order and safety; maintain national defense and security.
At the congress, delegates experienced the digital space with 5 modern technology solutions, including: an integrated facial recognition system with artificial intelligence (AI) for check-in and virtual reception; Smart kiosks to support citizens in performing administrative procedures and public services online by voice; VNPT iKnow internal knowledge management system to help civil servants store, classify and exploit documents effectively; smart AI surveillance camera system; smart safety record building service at all levels; and the Smart Home model.
At the congress, the Phu Lien Ward Party Committee Executive Committee for the 2025-2030 term consists of 32 comrades; the Standing Committee of the Party Committee consists of 10 comrades. Ms. Bui Thi Tuyet Mai was appointed to hold the position of Secretary of the Ward Party Committee; Mr. Pham Van Dien and Mr. Pham Tien Thang hold the position of Deputy Secretaries of the Ward Party Committee for the 2025-2030 term.
Speaking at the congress, Mr. Do Manh Hien - Standing Deputy Secretary of the City Party Committee praised the spirit of innovation and determination in implementing the two-level local government model, especially the application of artificial intelligence (AI) and smart technologies in the congress space.
Regarding the tasks for the 2025-2030 term, the Standing Deputy Secretary of the City Party Committee suggested that the Ward Party Committee continue to build and rectify the Party and the political system; improve the leadership capacity and fighting strength of the Party organization, and the quality of the team of cadres and Party members.
