On the morning of September 13, continuing the 37th session, the National Assembly Standing Committee gave opinions on the Government's report on corruption prevention and control in 2024.
Presenting the audit report, Chairwoman of the Judicial Committee Le Thi Nga affirmed that the fight against corruption and negativity continues to be promoted and made breakthroughs; corruption continues to be contained and prevented.
Authorities continue to strengthen close coordination, investigate and thoroughly handle many corruption and negative cases.
Among these, there are many major corruption cases, causing particularly serious and complicated consequences, attracting public attention.
However, the inspection agency commented that the work of propaganda, education and dissemination of laws on PCTNTC still has limitations.
A significant number of cadres, party members, civil servants and public employees also show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" leading to corruption, waste, negativity, and criminal prosecution, including high-ranking leaders.
Many cases of violations of the responsibility to set an example occur at the very agencies and organizations responsible for informing and propagating about PCTNTC.
The audit report also pointed out some limitations in implementing some anti-corruption measures.
“Control of assets and income of people with positions and powers is still limited; there are many cases where, after investigation agencies conduct searches, large amounts of undeclared assets of unknown origin are discovered,” emphasized Chairwoman of the Judicial Committee Le Thi Nga.
Besides, the situation of harassment and inconvenience to people and businesses has not been completely resolved; the situation of avoiding and shirking responsibility in performing public duties still occurs.
Although previous reports have highlighted the limitations, according to the Judicial Committee, the work of self-inspection and self-detection of corruption within the agency has not changed. Very few corruption cases and cases have been detected through self-inspection.
Regarding this content, the Government also stated that the situation of shirking responsibility, avoiding responsibility, and not daring to slow down has been overcome; the work of self-inspection and detecting corruption and negativity within the organization is still not substantial; a number of major corruption and negativity cases still occur, causing public outrage.
The Chairman of the Judiciary Committee suggested that the Government should summarize, evaluate, and fully identify the limitations and causes to accurately forecast the corruption situation; on that basis, clearly identify the main causes and propose breakthrough solutions to effectively prevent and combat it.
The review agency recommends continuing to build and perfect the legal system; promoting responsibility, especially that of leaders in building and perfecting laws, ensuring anti-corruption, group interests, and local interests in law-making.
Strengthen inspection, examination and auditing work, focusing on the areas of land management and use, construction, bidding and public asset management.
Strengthen inspection and examination of the implementation of anti-corruption measures, control of assets and income of people in positions of power; effectively prevent harassment, negativity, "petty corruption", causing trouble for people and businesses.
