A database to inspect and control assets and income of officials to be available soon

The Government Inspectorate accelerates the progress of building a database for inspection and control of assets and income of officials and civil servants, to be completed in the second quarter.

On January 12, at the Government Headquarters, Politburo Member, Prime Minister Pham Minh Chinh - Head of the National Steering Committee for Data, chaired the first meeting of the Steering Committee.

To date, 34/34 provinces and cities with 3,289/3,321 communes and wards (reaching over 99%) have synchronized data into the national land database at the Central level (the total number of synchronized land plots is over 61 million, of which over 42 million land plots have cleaned up information about land users).

The banking industry database manages more than 22 million data on personal credit information, using big data to serve non-cash payments with more than 20 billion transactions/year.

Concluding the meeting, the Prime Minister assigned the Ministry of Public Security to study and develop a Decree to submit to the Government for promulgation on the breakthrough development mechanism of the Center for Innovation and Data Exploitation under the National Data Center, to be completed in the first quarter of 2026; Mechanism for the organization and operation of the Data Floor, to be completed in the second quarter of 2026; mechanism and policies for data economic development, to be completed in the second quarter of 2026.

The Ministry of Finance coordinates with the Ministry of Public Security to develop a legal framework on data valuation, fees, data exploitation prices from the National Data Center, tax incentive policies, and capital for businesses with data-related activities, to be completed in the second quarter of 2026. The Ministry of Science and Technology develops regulations and standards on data.

The Head of Government requested to promote the construction and development of important databases that need to be done immediately.

With the national database on cadres, civil servants, and public employees chaired by the Ministry of Home Affairs, it is necessary to accelerate the progress of data update, clean up, and control 100% of data with the national database on population; complete in the first quarter of 2026.

The social security database is chaired by the Ministry of Home Affairs, the Prime Minister requested to promote the implementation of building the remaining component databases, upgrading and integrating data to the Central Government for official operation.

The database for inspection and control of assets and income of officials and civil servants, chaired by the Government Inspectorate, needs to soon overcome difficulties and obstacles, accelerate the progress of building key items, promote connection and intercommunication of data nationwide, creating an important foundation in anti-corruption. Completed in the second quarter of 2026.

The administrative violation handling database chaired by the Ministry of Public Security needs to promote the removal of difficulties and obstacles according to Resolution No. 66.9/2025/NQ-CP dated December 8, 2025, accelerate the organization and implementation; complete in the second quarter of 2026.

The agricultural sector database, chaired by the Ministry of Agriculture and Environment, needs to accelerate progress, soon complete component databases such as cultivation, animal husbandry, aquaculture, forestry, water resources and environment, and promote data updates to the Central Government, to be completed in the second quarter of 2026.

The health sector database chaired by the Ministry of Health needs to soon complete the component database items, health data information must be highly accurate, reliable, and in real time; link health human resource information with the national population database; complete in the second quarter of 2026.

The Ministry of Public Security urgently completes the legal framework, standards, and regulations on data protection. Strengthen inspection and supervision, promptly detect, prevent, and handle violations, ensuring safety and stability of important national information systems and databases.
