At the same time, the Minister of Home Affairs directed the launch of the "digital education environment" movement, becoming a revolutionary, all-people, comprehensive, inclusive, and extensive movement in accordance with the direction of General Secretary To Lam.
The Government Steering Committee assigned the Government Inspector General to direct the completion of the software, ensuring the implementation of the asset and income control information section before November 25, 2025 and deploying the function of verifying, connecting and sharing information, data on land and bank accounts before December 15, 2025.
The Minister of Education and Training directs the construction of a database on students, students, vocational education, degrees, certificates, to be completed in 2025.
Issu temporary guidance for localities and schools to digitize all graduation and certificate data for the 2024 - 2025 school year; issue regulations and digitize graduation and certificate data; propose solutions to use citizen identification codes to identify degrees, scores, and academic records, to be completed in October 2025.
The Minister of Justice directed coordination with the Ministry of Foreign Affairs and the Ministry of Public Security to deploy the issuance of birth certificates for Vietnamese people abroad online, to be completed in October 2025.
The Minister of Finance shall preside over the balancing of sufficient state budget resources for science, technology, innovation, digital transformation activities and Project 06 according to regulations and coordinate with the Ministry of Science and Technology, the Ministry of Public Security and ministries, agencies and localities to allocate to each ministry, central and local agency.
In which, priority will be given to capital for key, inter-sectoral, inter-regional projects with breakthrough and spillover characteristics; focusing capital on investing in laboratories, research centers, strategic technology development projects and connecting databases, to be completed in October 2025.
Guiding ministries, branches and localities to urgently review needs, build investment portfolios, and estimate funding to deploy shared platforms, databases and capital registration, to be completed in October 2025.
