This is not simply a matter of adjusting administrative boundaries but also a matter of adjusting economic space, adjusting allocation, decentralization, adjusting allocation, combining economic resources for development.
At the same time, it is necessary to re-evaluate national planning, regional planning, planning and development orientation of provinces and cities.
According to the General Secretary, organizing the apparatus is a big problem, affecting many aspects, requiring investment in time and careful research efforts to make appropriate adjustments, updates and supplements in the socio-economic report.
Regarding institutions, the General Secretary pointed out that this is a bottleneck; gradually removing institutional barriers, difficulties and obstacles to create a foundation for development. The development and promulgation of laws must follow practical situations, not allowing the situation of waiting for laws and mechanisms leading to delays and loss of opportunities.
In terms of institutions, we must pay great attention to the implementation of policies by the staff. It is necessary to study solutions for synchronous and unified policy implementation from the central to the grassroots level. Build a team of cadres with a proactive spirit of serving people and businesses.
The General Secretary emphasized that reorganizing the apparatus and administrative units at all levels is an opportunity for us to be ready to re-screening the staff, building a team that truly meets the requirements of national development in the coming period.
"We must turn institutions from bottlenecks to competitive advantages," the General Secretary noted.
The Standing Committee of the Government Party Committee is finalizing the Project to reorganize administrative procedures at all levels and build a model of organizing local governments at 2 levels to report to the Politburo. After the arrangement, local governments will have 2 levels: provincial and grassroots. The number of provincial-level administrative units is also expected to decrease by nearly 50%, and grassroots-level administrative units will decrease by about 70% compared to the present.
Currently, there are 10,035 commune-level administrative units, which will be reorganized to a scale of only about 2,000. Regarding the removal of district-level administrative units, about 1/3 of the tasks that the district is taking on will be transferred to the province, 2/3 will be transferred to the commune - grassroots level.
