100% of hospitals nationwide must deploy electronic medical records
On March 15, the Government Office announced that Politburo member and Prime Minister Pham Minh Chinh had just signed Directive No. 07/CT-TTg on promoting the implementation of the Project to develop applications of data on population, identification and electronic authentication to serve national digital transformation in ministries, branches and localities.
The Directive requires the Ministry of Health to preside over and coordinate with the Ministry of Public Security and related units to pilot the Medical Data Coordination System at Bach Mai Hospital with medical facilities in Bac Ninh and Thai Nguyen provinces; Cho Ray Hospital with medical facilities in Binh Duong and An Giang provinces.
The Ministry of Health directs and urges 100% of hospitals nationwide to deploy electronic medical records; connect data between district and provincial hospitals of the locality with hospitals under the Ministry of Health, taking advantage of data that has been connected to the inter-line to reduce testing for people, to be completed in September 2025.
At the same time, the Ministry of Health shall preside over and coordinate with the Ministry of Finance and the Ministry of Science and Technology to guide hospitals on the cost of investing or renting information technology to implement digital transformation for hospitals nationwide.
Allocate at least 3% of the budget for science and technology
The Directive requires the allocation of state budget for science and technology, meeting the requirements of Resolution 57-NQ/TW submitted to competent authorities, ensuring the allocation of at least 3% of the budget for science and technology and continuing to increase the ratio to 2% of GDP in the next 5 years.
A 5% GDP rate can be arranged immediately if necessary and used, creating confidence for scientists and businesses, to be completed in December 2025.
The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with the Ministry of Education and Training and the Ministry of Science and Technology to develop plans to organize and rearrange science and technology organizations; focus on key investments to develop strong research organizations, to be completed in 2025.
Develop a specific plan to build high-quality human resources, especially scientific and technological talents; organize agencies and units under the Government to gather, manage, encourage scientists and evaluate research and completion results in 2025.
The Ministry of Education and Training will develop a Decree regulating scholarship policies for learners in basic science, key engineering and strategic technology, to be completed in December 2025.
Develop students' data from grades 1 to 12 to serve the analysis and strategic planning of national labor resource development, to be completed in June 2025.
The Ministry of Agriculture and Environment completes the national land database, to be completed in June 2025.
Urgently complete the digitization of civil status data in March 2025; digitization of land data in the area in June 2025.
For 484 districts that have completed the digitization of land data to synchronize data on the Ministry of Agriculture and Environment for cleaning services with the National Population Database, put it into use immediately, and jointly resolved administrative procedures between the Notary - Land Registration Office - Tax, reduced documents and paid taxes, completed in June 2025.
The People's Committees of provinces and centrally run cities study and report to the Provincial People's Councils to promote the policy of collecting "0 VND" fees for the implementation of online administrative procedures within the scope of local settlement, to be completed in July 2025.
