On the afternoon of March 11, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government Party Committee, continuing to give opinions on the Project on rearranging and reorganizing administrative units at all levels and building 2-level local governments, completing one more step of the Project to submit to competent authorities.

At the meeting, delegates focused on discussing a number of contents of the Project such as criteria for rearranging and reorganizing administrative units; plans and orientations for rearranging and merging administrative units;

Giving opinions on criteria and options for selecting the location of the newly established political and administrative center; plans to build a 2-level local government...

In his concluding remarks, Prime Minister Pham Minh Chinh stated that the majority of opinions and public opinion highly agreed with the policy of rearranging and reorganizing administrative units at all levels and building local governments at both levels.

This is in line with the new situation and current management capabilities when transport infrastructure and digital infrastructure conditions are strongly improved, while creating new development space, maximizing the different potentials, outstanding opportunities, and competitive advantages of each locality.

Regarding the 2-level local government model, which is the provincial level (including provinces and centrally run cities) and the grassroots level, the meeting agreed that it is expected to submit to the competent authority a plan after the arrangement to reduce about 50% of the number of provincial-level administrative units and reduce about 60 - 70% of grassroots-level administrative units compared to the present.

The Prime Minister emphasized the requirement for the arrangement and reorganization of administrative units at all levels to strengthen authority, further enhance the self-reliance, autonomy and self-reliance of local levels.

At the same time, it helps the government get closer to the people, closer to the people, solve work for the people more conveniently; brings more benefits to the people, the people are increasingly happy and prosperous; create consensus of the people.
