The General Secretary noted that if the development is like the recent period, it will always be behind the regional and world levels, and the middle-income trap must be avoided.

On the morning of March 17, at the Government headquarters, General Secretary To Lam worked with the Socio-Economic Subcommittee of the 14th National Party Congress.

According to Nhan Dan Newspaper, expressing his direction at the meeting, General Secretary To Lam emphasized that the "red thread" throughout the contents of the document is to fully recognize the relationship of evidence between stability and development, stability for development, development for long-term stability and sustainability.

The ultimate goal is to improve people's lives, satisfy the increasingly good and increasing needs of the people. This spirit must be demonstrated throughout the draft report.

The most important of which is the goal of sustainable and long-term double-digit GDP growth to overcome the risk of falling behind.

If developing like the recent period, it will always be behind the region and the world, the middle-income trap is always lurking, so we must avoid this trap completely; there is no other path than the development path; we cannot reach the top, if we do not go faster, we will fall behind.

The General Secretary also affirmed that the socio-economic report is the solution to the problem with a specific answer to the number of numbers that our country will become a developing country with modern industry, high average income by 2030; become a developed country by 2045 with high income.

We have faith, a way of going, a way of looking and not being hasty in this process, but we cannot "walk", " act while being afraid"...

General Secretary To Lam affirmed that the nature of building an socio-economic report is to plan a future socio-economic development policy, specifically for the period 2026-2030, with a vision to 2045.

This is reflected in major projects such as the North-South high-speed railway, nuclear power projects or the arrangement of administrative boundaries that must ensure a long-term stable vision.

Policies must be inter-regional, not cut-off; there must be things to do right now; there must be short-term progress.

It is necessary to immediately remove obstacles in the fields of bidding, science and technology, education and training; immediately solve the problem of "having money but not being able to spend" of public investment disbursement; the whole society must work, contribute to the development of the country, and create jobs. What can be done quickly must be done quickly.

The General Secretary also suggested a number of specific issues for research, discussion, and supplementary updates: the highest requirement of the coming period is high-quality development; the requirements of this period are very different from the previous period when emphasizing growth quality.

The General Secretary noted that we must face the truth, clearly look at the inner problems of the economy over the years to find solutions to overcome them, serving development, first of all the next 5 years.

Accordingly, it is necessary to actively increase labor productivity, solve employment; promote the development of modern industry, science and technology, focus on developing modern, core, advanced technology industries, towards mastering technology, developing biotechnology, quantum technology industries, accelerating digital transformation.

At the same time, it is necessary to move forward to the universe, to the underground, sea, and seabed; actively attract foreign direct investment, attach importance to indirect investment as well as form financial centers.

The General Secretary also noted the need to promote proactive achievements in implementing the Free Trade Agreement with partners; improving the ecological environment, saving energy; having a development strategy for urbanization and balanced development.
