Assoc. Prof. Dr. Doan Minh Huan - Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics - raised this content when concluding the scientific conference "Building socialist communes and wards (XHCN) in the new era of development - Theoretical and practical issues", afternoon of May 21.
According to Assoc. Prof. Dr. Doan Minh Huan, building socialist communes and wards in Vietnam needs to be recognized as a strategic breakthrough to realize the socialist goal; bringing socialism (CNXH) from ideal to a real model at the commune level where people can be verified, measured, and felt in daily life.
Affirming that piloting the scale of communes and wards is a practical approach, Mr. Doan Minh Huan clearly stated that this stems from the role of the grassroots level as a place to verify all guidelines and policies; the place closest to the people, and the people themselves are both beneficiaries and verifiers of the model.
It must start from the commune level as a pilot, and then expand and continue, and even when developing at a higher level, there will be socialist provinces or cities," said Mr. Doan Minh Huan.

According to Assoc. Prof. Dr. Doan Minh Huan, the construction of socialist communes and wards needs to be seen in the context that Vietnam is still in the transition period to socialism, so the criteria must also be completed according to the development roadmap suitable to practical conditions.
According to him, it is necessary to clearly distinguish between the socialist commune and ward model in the current period and the model when socialism has developed at a complete level, avoiding perfectionist thinking and absolutizing criteria.
Citing the example of the "rich people" criterion, Assoc. Prof. Dr. Doan Minh Huan said that in the current period, it is impossible to set a goal that all people are rich, but first of all, it is necessary to aim for poverty reduction and expanding the middle class. Along with the development process, the scale of the middle class and the proportion of rich people will continue to be expanded.
When many socialist communes and wards are successful, it is the basis for promoting the construction of socialist provinces and cities," Assoc. Prof. Dr. Doan Minh Huan said and cited the reality that some provinces initially only built a few socialist communes and wards, but some localities achieved higher rates, such as 50% or 70%.
Assoc. Prof. Dr. Doan Minh Huan said that although each locality has its own conditions and characteristics, the criteria for building socialist communes and wards must still aim for a common goal of putting people at the center, people being liberated from all capacities, developing comprehensively, having a prosperous, free, and happy life.
It is necessary to place the socialist commune and ward within the scope of a province, city and the whole country, not look at it as isolated. Although building it is a pioneering model, it cannot be isolated," said Mr. Doan Minh Huan and said that current economic, labor, and population activities all operate according to regional linkages and a larger development ecosystem than a locality.
