54 criteria for building socialist communes and wards
On May 5, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired the regular May City People's Committee collective meeting to consider some contents under his authority.
At the meeting, the Collective Committee of the City People's Committee and the Steering Committee, Working Group for building the "socialist commune/ward" model in Hanoi City in the period 2026-2030 and the following years considered the draft Project on piloting the "socialist commune/ward" model in Hanoi City.
According to the draft, "socialist communes and wards" are identified as an integrated development and management organization model at the grassroots level, in which the government not only performs administrative functions but also directly transforms the goals and values of socialism into specific development results in the area.
The model aims to reorganize the development space, restructure socio-economic activities, innovate management methods, ensure harmony between economic growth and progress, social justice, cultural and human development, and promote the people's right to mastery. Notably, the level of improvement in living quality, satisfaction and happiness of the people is identified as the most comprehensive and important measure.
The Draft Project consists of 65 pages, divided into 3 main parts and 5 appendices, in which building a system of criteria and management tools that can be measured, evaluated and verified in practice. Based on concretizing the characteristics of socialism into the Capital's conditions, the project identifies 8 core contents including: building a grassroots political system; developing smart infrastructure and living space; economic development; ensuring social security; developing culture and people; building an environment; ensuring national defense - security; promoting science and technology and digital transformation.
The system of criteria is designed in a quantitative and measurable direction, with a total of 54 criteria, covering fields from economy, employment, income, infrastructure, health, education, environment to digital transformation and the level of participation of people. In which, in addition to specific criteria, the Project adds two important general criteria: happiness index and general satisfaction level of people.
Ensure that people can live, work, and generate income right in the area.
Regarding the implementation plan, the project proposes to select pilot locations based on criteria such as: Representativeness, ability to reorganize development space, infrastructure conditions, capacity of the political system, willingness to innovate and spreading ability. According to the drafting agency, the decisive factor is not only available conditions but also the level of political commitment, organizational implementation capacity and ability to create substantial results that can be replicated.
The project also proposes specific mechanisms and policies to mobilize and effectively use resources, including state budget resources and socialized resources; and clearly define coordination mechanisms between levels and sectors. It is expected that the implementation list includes 19 specific projects, associated with key areas such as infrastructure, digital transformation, economic development, social security and environment.

Concluding, Chairman of the City People's Committee Vu Dai Thang assessed that the research and development of the "socialist commune and ward" model is a new direction, aimed at meeting the development requirements of the Capital in the new context.
The Chairman of the City People's Committee noted that this is an important content, so it is necessary to ensure strict orientation. Before completing and submitting for approval, it is necessary to study and seek opinions from central agencies and Party agencies to ensure unity in viewpoints and approaches. Regarding the system of criteria, the Chairman of the City People's Committee proposed to continue to review carefully, ensuring that the criteria have both a theoretical basis and are suitable for practice, can be measured, evaluated and closely follow the general development orientation.
Regarding the implementation plan, the Chairman of the City People's Committee emphasized that the requirement to build a model must be associated with the development reality of the area, in which special attention must be paid to the livelihood factors of the people. "The model must not only be a place of residence but must be a space for socio-economic development, ensuring that people can live, work, and generate income right in the area, and at the same time have connection with other areas" - the Chairman of the City People's Committee stated clearly.
Accordingly, the project needs to carefully study the development space structure, associated with functional areas such as urban areas, industrial parks, services, tourism... to form a suitable economic ecosystem. In addition, the Project needs to supplement specific simulation contents about the development model, including spatial orientation, urbanization speed, and long-term development scenarios, thereby increasing persuasiveness and feasibility.
