On the afternoon of May 21, the Ho Chi Minh National Academy of Politics organized a scientific conference with the theme "Building socialist communes and wards (XHCN) in the new era of development - Theoretical and practical issues".
Speaking to introduce the workshop, Assoc. Prof. Dr. Doan Minh Huan - Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics - said that the workshop was organized to thoroughly grasp and concretize the directing opinions of General Secretary, President To Lam on researching and piloting socialist communes and wards.

Mr. Vu Dai Thang - Chairman of Hanoi People's Committee - said that implementing the direction of General Secretary and President To Lam on researching and piloting socialist communes and wards, from the first quarter of 2026, the city has established a steering committee and working group to develop a Project to pilot the model of socialist communes and wards in the area (Project).
This is to concretize and realize the good nature of the socialist regime right from the level closest to the people. In which, all policies and activities are aimed at the people, for the happiness of the people, ensuring fairness, progress and leaving no one behind," Mr. Vu Dai Thang emphasized.

According to the Hanoi City Project, the concept of socialist communes and wards is identified as an integrated development and management organization model at the grassroots level.
In which communes and wards not only perform administrative functions but are also units that directly transform the goals, values and characteristics of socialism into specific development results in the area.
Mr. Vu Dai Thang said that the selection of pilot areas according to the criteria for selecting pilot communes and wards is built: having conditions to organize development space, still having a lot of development space; having a relatively independent location, conveniently connected to major traffic axes, green corridors, river and lake systems and related functional spaces to ensure feasibility and the ability to replicate the model.
The project is in the process of seeking opinions from central agencies. We plan to select 2 adjacent communes and organize implementation. Ensuring the population size of these 2 communes combined is about 700,000 people," said Mr. Vu Dai Thang.
Regarding the roadmap for implementing the Project, Chairman of Hanoi People's Committee Vu Dai Thang stated that it is expected to include 3 phases.
Phase 1, in 2026, will complete the Project, component projects, issue guidelines, establish a Steering Committee, select pilot areas, allocate resources and implement.
It is expected that the selection of locations, the development of the Project, and the direction of pilot implementation will be completed around September," Mr. Vu Dai Thang informed.
Phase 2, 2027-2030 synchronously deploys all tasks in that pilot area and in 2030 will summarize and complete all sets of criteria.
Phase 3, 2031-2035 continues to implement and summarize the Project.
