Accordingly, the Ministry of Finance agreed with the content of policy 4 on "Controlling food shipments when imported into Vietnamese border gates based on the risks of each type of product and the history of law compliance of enterprises. This issue has been accepted by the Ministry of Health.
The Ministry of Industry and Trade also proposed that in addition to regulations on methods and regimes of inspection for imported food shipments, it is necessary to consider and supplement regulations on requirements for countries/enterprises exporting to Vietnam.
This content has been received by the Ministry of Health and continues to be researched and improved in the process of drafting the Law.
The Ministry of Health has also shifted food safety management from "controlling each individual stage" to "managing the entire food value chain", ensuring strict management from input factors to production, processing, circulation, and consumption of food.
The Ministry of Health will introduce management measures based on controlling food safety risks for each stage in the product supply chain, including introducing legal measures for a number of groups of food production and business establishments and specific food groups that need to be strictly managed in the chain.
The policy will not include regulations on state inspection of imported food because the 2010 Food Safety Law has introduced 3 strict inspection methods: routine inspection and reduced inspection.
