On February 24, information from the Ministry of Justice said that Deputy Minister Phan Chi Hieu chaired a meeting to review and revise the draft revised Capital Law.
Reporting on the meeting, Director of the Department of Legal Document Development Nguyen Quoc Hoan said that based on the direction of the Member of the Party Central Committee, Minister of Justice Nguyen Hai Ninh, the Department has coordinated with units to further complete the draft Capital Law (amended) as well as the draft Report on receipt, explanation, revision, and completion of the draft law.
At the meeting, delegates reviewed and gave opinions on each article of the draft law, and at the same time, exchanged and contributed opinions to complete the draft report on receiving and explaining the opinions of Government members.
Speaking at the meeting, Deputy Minister Phan Chi Hieu clearly stated the requirement to complete drafts to ensure accuracy and conciseness in accordance with the requirements of innovating thinking in law-making.
It is expected that the draft revised Capital Law will be submitted to the National Assembly for consideration and approval at the First Session of the 16th National Assembly, which will open in April 2026.
Over the past time, the Ministry of Justice, in its role as the drafting agency, has actively and urgently worked with a high sense of responsibility, coordinating with the Hanoi People's Committee to develop the draft Capital Law (amended), aiming for the goal that when the Law is passed by the National Assembly, it will complete a specific, superior, stable institution with a long-term vision, suitable to the position, role, and unique nature of the Capital; making the institution and law on the Capital a competitive advantage, a solid foundation, a strong driving force for the development of the Capital, creating room to continuously promote "double-digit" economic growth.
The draft Law is built with the consistent spirit of "Giving power more strongly - decentralization, more comprehensive decentralization - clearer accountability". Accordingly, strengthening comprehensive and maximum decentralization of power to the Hanoi City government in order to increase the proactiveness, creativity, autonomy, and self-responsibility of the Hanoi City government; at the same time, ensuring the task of inspection and supervision of the National Assembly, the Government, relevant ministries and sectors and specifically stipulating the accountability of the Capital Government in implementing the mechanisms, policies, and assigned authority.
Special mechanisms and policies for the development of the Capital must be focused and key, suitable to the actual development context of the locality and suitable to the State's resource balance capacity, creating motivation and new breakthroughs for the Capital, gradually solving bottlenecks and challenges of the Capital and creating a favorable and guiding institution, meeting the requirements of the new development stage of Hanoi Capital.
