On the afternoon of August 10, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a working session with the Private Economic Development Research Board (Board IV).
Also attending the meeting were Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung; leaders of ministries, branches, and central agencies; members of the Prime Minister's Policy Advisory Council.
Concluding the working session, Prime Minister Pham Minh Chinh assigned the Government Office to fully absorb the opinions, complete and submit the Conclusion Notice to serve as a basis for ministries, branches and implementing agencies.
To continue to successfully and effectively implement Resolution 68 of the Politburo and related resolutions of the National Assembly and the Government, the Prime Minister emphasized the need for new thinking, methodology and approach, specifically the all-people, comprehensive and global approach;
Put the implementation of Resolution 68 in the overall development of the country, in the system of revolutionary, pillar, breakthrough and strategic tasks according to the resolutions of the Party, National Assembly and Government; implement with the spirit of urgency, breakthrough and further breakthrough in the coming time to turn the situation around and change the state.
To do so, it is necessary to remove institutional barriers, mechanisms and policies, ensure open institutions; attract resources from the whole society; promote breakthroughs in the development of science and technology, innovation, digital transformation; develop people and smart governance; build modern and smooth infrastructure.
Regarding some tasks in the coming time, the Prime Minister pointed out the need to create favorable and open institutions and mechanisms to mobilize the combined strength and capital of the entire people, the entire society, and the private economic sector.
Institutions are a resource, a driving force for development, therefore, it is necessary to remove institutional bottlenecks so that Resolution 68 can bring the same effect as "row 10" in agriculture before.
Along with that, creating an equal competitive environment, equal access to the country's resources; building trust for people and businesses, harmonizing the interests of the State, people and businesses; supporting resources (such as taxes, fees, charges...), trusting the private economic sector.
Thereby, creating motivation, inspiring, encouraging the participation and active response of people in starting a business, developing the private economy with a spirit of peace of mind, trust, excitement, contributing to the development of the country, and realizing the set goals.
The Prime Minister agreed to assign the Ministry of Finance, Committee IV and relevant agencies to urgently develop an index to measure and evaluate the implementation of Resolution 68 and resolutions of the Government and the National Assembly, as well as assess the business environment in general.
The Prime Minister emphasized the need to create an ecosystem to turn 5 million business households into enterprises, small enterprises into large enterprises, large enterprises into larger enterprises, becoming multinational enterprises participating in the global value chain, developing on science and technology, innovation, digital transformation, developing the digital economy, green economy, circular economy...
The Prime Minister also agreed in principle to organize the "Vietnam Private Economy Overview" Program, ensuring substance and effectiveness. Along with that, the Prime Minister suggested that Committee IV study the formation of a Private Economic Development Fund.
Regarding communication work, the Prime Minister noted to increase information about advanced models, good models, good practices; honor outstanding and worthy collectives and individuals.
