Salary policy for medical staff, especially salary policy and preferential treatment for grassroots medical staff, is a topic of interest to readers.
On the National Assembly floor on November 11-12, National Assembly deputies spent a lot of time questioning issues related to the grassroots health system.
Regarding this content, Minister of Health Dao Hong Lan said that the Ministry of Health is implementing many synchronous and comprehensive solutions to strengthen the grassroots health system, in order to improve the quality and efficiency of health services at this level, to better meet the health care needs of the people;
Continue to invest resources (finance, human resources) in primary health care. Develop a list of technical services that primary health care can perform, as a basis for assigning tasks and placing orders.
Notably, the Ministry of Health will focus on perfecting salary policies and incentives to attract and retain grassroots medical staff.
At the same time, strengthen the direction of the line, provide professional and technical support for grassroots health care; expand the scope and improve the quality of medical examination and treatment services at grassroots health care.
Along with salary policy, the Ministry of Health will also amend regulations on preferential allowances, on-duty pay... to retain medical staff.
This content comes from the fact that the situation of medical staff quitting their jobs has become serious, with the number reaching nearly 9,000 people in 2022.
To address the above situation, the Ministry of Health is continuing to actively implement many solutions, focusing on amending Decree 56 on preferential allowances and Decree on on-duty pay and regimes for village health workers.
Localities are also urgently assessing the situation of using public health workers.
Minister Dao Hong Lan stated that public health workers account for 95% of the workforce serving the people and play a very important role.
However, without appropriate policies and effective solutions, attracting and retaining medical staff will face many difficulties, leading to a "brain drain" to private medical facilities.
Regarding policies for medical staff in general and newly graduated doctors in particular, the Minister of Health said that there will continue to be documents proposing amendments related to allowances, on-duty pay, etc. for medical staff.
The head of the Ministry of Health said that the agency hopes that when salary reform is implemented, there will be regulations for medical staff who have graduated after 6 years to be immediately ranked at level 2 salary so as not to be disadvantaged. Because in reality, those who have studied for 6 years are still ranked at level 1 salary like other bachelors who have studied for 4 years.
Minister Dao Hong Lan said she hopes the Ministry of Home Affairs and the Government will support this proposal.
