Continuing the 37th session, on September 25, the National Assembly Standing Committee gave opinions on the draft Law on Teachers.
Presenting the Report at the meeting, Deputy Minister of Education and Training (MOET) Pham Ngoc Thuong said that the development of the Law on Teachers aims to fully and promptly institutionalize the Party and State's guidelines, policies and strategies on teachers.
Thereby, perfecting a synchronous, unified, and comprehensive legal framework, aiming to create a legal basis to implement the central and consistent goal of building and developing a team of teachers with sufficient quantity and good quality, honoring teachers and creating motivation for teachers and learners.
Giving his opinion on the preliminary examination of this Law project, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the Standing Committee of the Committee on Culture and Basic Education agreed with the necessity of developing the Law project on Teachers for the reasons stated in the Government's Submission.
Regarding the policy of rewarding and honoring teachers, the Standing Committee of Culture and Education believes that there should be a salary policy for teachers to motivate teachers to work with peace of mind and attract good students to the teaching profession.
However, the institutionalization of this policy needs to be consistent with the context of salary reform implementation, avoiding the understanding that there will be a separate salary scale and table for teachers.
At the same time, it is necessary to have support policies and policies to attract teachers, assess impacts, identify beneficiaries, and ensure resources to implement policies...
Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man suggested that in the coming time, the drafting agency should absorb opinions and draft and develop a draft Law that covers teachers at all levels and in all sectors, teachers in general schools, university lecturers, vocational schools, as well as in other fields, without specific regulations for armed forces and security forces, paying attention to distinguishing between teachers and managers in the field of education.
National Assembly Chairman Tran Thanh Man suggested that in the process of drafting the Law on Teachers, we must approach carefully, have breakthroughs in policies for teachers, but also ensure that we do not break the unity of the current legal system.
Regarding regulations on teachers' rights, recruitment, use, evaluation of teachers, salary policy, treatment policy, and honoring of teachers, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that in the process of completing the draft Law, it is necessary to be cautious, thoroughly review, and assess the impact to ensure feasibility in practice.
Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that the drafting agency closely coordinate with the reviewing agency to promptly absorb opinions at the meeting to complete the draft Law and report back to the National Assembly Standing Committee at the next meeting.
