New regulations on controlling the publication of revolutionary history books, leaders, and leaders of the country
With 472/475 National Assembly deputies present in favor, at the morning session of August 24, the National Assembly officially passed the Law amending and supplementing a number of articles of the Publishing Law.
One of the important contents of the Law is the establishment of strict control loops for publications with important content.
Article 24 of the Law stipulates that works and documents must have their content appraised before publication and reprinting, including works and documents with content on revolutionary history, sovereignty, national security, leaders, leaders, the country, and national heroes belonging to the list according to the Government's regulations.
Reporting on receiving, explaining and revising the draft law before National Assembly deputies voted electronically, Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh said that the amended law has focused on removing obstacles, reforming administrative procedures, strengthening decentralization, delegation of power, digital transformation and international integration; increasing the responsibility of publishers, governing bodies and agencies, organizations, and individuals participating in publishing activities, while maintaining the mechanism of keeping, reading, checking and pre-publishing control for publication groups under legal regulations.
According to the explanatory report, the Government said that there are opinions suggesting expanding the appraisal requirements for new drafts compiled and translated domestically with content related to revolutionary history, sovereignty, national security, leaders, national leaders, and national heroes that need to be strictly managed, not just based on the time or place of publication of the work.
The Government said that Clause 1, Article 24 stipulates that for works and documents with content belonging to topics and topics on revolutionary history, sovereignty, national security, leaders, national leaders, and national heroes belonging to the list according to the Government's regulations, the publishing house must organize the appraisal of the manuscript before registering the publishing plan.
For works and documents specified in Clause 2, Article 24, including some works and documents published in historical periods and works and documents published abroad, the appraisal before registering the reprint plan is only raised when the content shows signs of violating Clause 1, Article 10.
Clause 3, Article 24 requires that the appraisal must meet professional requirements according to the nature and content of the draft, have a clear basis for evaluation and conclusion.
Forming multi-platform, multi-product publishing and media groups
The new law passed supplements regulations on the State's policy on developing publishing activities.
The State exempts and reduces taxes, land rent, and real estate rent that are public assets for publishers according to the provisions of law. Along with that, build and develop key national publishing and media agencies and form multi-platform and multi-product publishing and media groups.
The draft also stipulates policies for building and developing key national publishing and media agencies, forming multi-platform and multi-product publishing and media groups.
Invest in information systems, specialized databases, develop publishing, distribute electronic publications and apply artificial intelligence, order, assign tasks, and bid for publications serving priority tasks, subjects and areas.
Incentives for printing, distribution, copyright support, translation, promotion, human resource development, reading culture and attracting social resources.
These regulations are development policies, the construction and development of key national publishing and media agencies, the formation of multi-platform, multi-product publishing and media groups will be implemented through projects, in accordance with the development strategy and approved by competent authorities.
The Law amending and supplementing a number of articles of the Publishing Law takes effect from March 1, 2027, except for the regulation on export printing of publications that will take effect from January 1, 2029.
