Amending standards and norms for the use of public assets
On August 26, Prime Minister Pham Minh Chinh signed and issued Directive No. 23/CT-TTg on promoting the results of the general inventory of public assets at agencies, organizations, units, and infrastructure assets invested, managed by the State and improving the efficiency of management and use of public assets.
Regarding standards and norms for the use of public assets, the Prime Minister assigned the Ministry of Finance to closely monitor the promulgation of a system of titles and positions of competent agencies and individuals to promptly report to competent authorities to amend and supplement regulations on standards and norms for the use of public assets accordingly.
Ministries, central agencies, provincial and municipal People's Committees direct agencies, organizations and units under their management to conduct reviews to propose competent authorities to issue standards and norms for the use of specialized public assets, decide on standards and norms for the use of public assets at their agencies, organizations and units according to regulations to ensure assets for work requirements.
Ensure the "correctness - sufficientness - cleanliness - survival" of public asset data, ensure long-term stability in financial sector information activities on the real estate sector; promote digital transformation in the management and use of public assets.
Attach responsibility and sanctions to agencies and units in the management and use of public assets with the practice of thrift and combating waste.
Inspection and supervision of compliance with the law on management and use of public assets
The Prime Minister requested to strengthen inspection, examination and auditing of compliance with the law on management and use of public assets.
Accordingly, the Ministry of Finance must inspect the implementation of the General inventory of public assets of a number of ministries, branches and localities; inform the results of the General inventory of public assets to the National Assembly, the Government Inspectorate, and the State Audit for reference, as a basis for determining the subjects of supervision, inspection, and thematic audit of compliance with the law on management and use of public assets.
Ministers, heads of central agencies, People's Councils, and People's Committees at the provincial level direct competent agencies of ministries, central agencies, and localities to conduct their own inspections of the general inventory of public assets of agencies, organizations, and units under their management.
Carry out supervision, inspection and examination of compliance with the law on management and use of public assets of agencies, organizations and units under its management.
Ministries, central agencies, and the Provincial People's Committee, based on the principles, scope, and subjects of the general inventory approved in Decision No. 213/QD-TTg to direct the implementation of reviewing and re- inventorying public assets under their management at 0:00 on January 1, 2026 according to the new organizational model.
Assign the Ministry of Finance to guide and urge ministries, central and local agencies to implement, and summarize the results to report to the Prime Minister.
The Ministry of Finance specifically proposes high rewards for the implementation of the General Census of Public Assets; ministers, heads of central agencies, and chairmen of provincial People's Committees reward collectives and individuals with outstanding achievements in implementing the General Census of Public Assets.
