Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 69/CD-TTg dated May 22, 2025 to Ministers and Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally-run cities on focusing on completing the review, reduction and simplification of administrative procedures (AP).
To promptly cut and simplify administrative procedures, business conditions, settlement time, and costs for complying with administrative procedures to meet the goals and requirements according to the Resolution of the Politburo and the Government, the Prime Minister requests Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally run cities to focus on implementing the following contents:
Focus on completing the updating and disclosure of the results of synthesizing and statistics on administrative procedures, business conditions, and costs of complying with administrative procedures under management on the National Database on administrative procedures before June 10, 2025.
Urgently organize the review, reduction, and simplification of administrative procedures related to production and business activities, ensuring a reduction of at least 30% of the time for handling administrative procedures, at least 30% of the cost of complying with administrative procedures, at least 30% of business conditions in 2025 and continue to cut sharply in the following years.
Reducing intervention and eliminating administrative barriers, "ask - give" mechanisms, and the mindset of "if you can't manage, then ban". People and businesses are free to do business in un prohibited legal professions.
Strongly shift from pre-inspection to post-inspection associated with strengthening inspection and supervision; shifting the management of business conditions from licensing and certification to implementing the announcement of business conditions and post-inspection, except for a few areas that are required to carry out licensing procedures according to international regulations and practices.
Transform, digitize, automate, apply artificial intelligence and big data in implementing processes and administrative procedures, especially the establishment and dissolution of enterprises, land, planning, investment, construction, tax, customs, insurance, etc.
Continue to complete the implementation of the plan on decentralization of settlement authority of 307 administrative procedures approved in Decision No. 1015/QD-TTg.
100% of internal administrative procedures are reviewed, reduced, and simplified in accordance with new regulations of law on decentralization, delegation of authority, delegation of authority, and streamlining the apparatus, implementing the model of organizing local government at 02 levels, according to the roadmap approved by competent authorities.
Ensure 100% of business-related administrative procedures are conducted online, smoothly, seamlessly, effectively, transparently, minimizing paperwork.
Organize the implementation of administrative procedures regardless of administrative boundaries within the provincial level, to be completed in 2025.
Assign Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to be responsible to the Government and the Prime Minister for the results of cutting administrative procedures, business conditions, costs of complying with administrative procedures, and time to resolve administrative procedures.
Report to the Prime Minister on the implementation results (in the report on administrative procedure reform) before the 25th of each month.
