Unanimously submit to the National Assembly to decide on the establishment of Dong Nai City directly under the Central Government

The National Assembly Standing Committee unanimously submitted to the National Assembly for consideration and decision the establishment of Dong Nai City directly under the Central Government.

In the afternoon of April 14, the National Assembly Standing Committee considered and gave opinions on the establishment of Dong Nai City directly under the Central Government; considered and approved the Resolution on the establishment of 10 wards under Dong Nai province. Considered and approved in principle the establishment of the People's Court and the People's Procuracy of Dong Nai City.

Presenting the report, Minister of Home Affairs Do Thanh Binh emphasized the necessity of establishing 10 wards under Dong Nai province and establishing Dong Nai City.

Regarding the legal basis, the Southeast Region Plan has oriented the establishment of Dong Nai City directly under the central government in the period up to 2030, enhancing the driving role of Dong Nai in the development of the Southeast Region; closely and harmoniously linking with Ho Chi Minh City in creating and developing the economic and urban space of the region.

According to the Minister of Home Affairs, the establishment of Dong Nai City and wards will create new development momentum not only for Dong Nai but also make practical contributions to the southern region and the whole country.

Regarding the specific plan, Minister Do Thanh Binh clearly stated that the Government proposes to establish 10 wards Long Thanh, Nhon Trach, Trang Bom, Xuan Loc, Dau Giay, Tan Phu, Tri An, Dong Phu, Tan Khai, Loc Ninh based on the original natural area and population size of 10 communes: Long Thanh, Nhon Trach, Trang Bom, Xuan Loc, Dau Giay, Tan Phu, Tri An, Dong Phu, Tan Khai, Loc Ninh belonging to Dong Nai province.

Establishment of Dong Nai City on the basis of the status quo of 12,737.18km2 of natural area, population size of 4,491,408 people and 95 commune-level administrative units (after establishing 10 wards) of Dong Nai province.

The results after establishing the city and 10 wards, Dong Nai city directly under the central government did not change in terms of natural area and population size; there are 95 commune-level administrative units, including 33 wards and 62 communes (a decrease of 10 communes, an increase of 10 wards); urbanization rate of 54.10% (2,429,835/4,491,408 people).

The whole country has 34 provincial-level administrative units, including 7 cities and 27 provinces (reducing 1 province, increasing 1 city).

The headquarters of Dong Nai City directly under the central government and 10 newly established wards are kept as they are now.

Expressing the thẩm tra viewpoint, Chairman of the Law and Justice Committee Phan Chi Hieu clearly stated that the Law and Justice Committee agrees with the necessity of establishing 10 wards under Dong Nai province on the basis of the original natural area and population size of 10 communes.

At the same time, approving the establishment of Dong Nai City on the basis of the original natural area and population size of Dong Nai province for reasons as stated in the Submission and Government's Projects.

The establishment of Dong Nai City has been considered and agreed in principle by the Party Central Committee and the Politburo.

Giving opinions at the meeting, members of the National Assembly Standing Committee basically agreed with the proposals according to the Government's report.

With 100% of members of the National Assembly Standing Committee present in agreement, the National Assembly Standing Committee approved the draft Resolution of the National Assembly Standing Committee on the establishment of 10 wards under Dong Nai province; at the same time, unanimously submitted to the National Assembly for consideration and decision on the establishment of Dong Nai City directly under the Central Government.

The National Assembly Standing Committee also approved in principle the draft Resolution on the establishment of the People's Court and the People's Procuracy of Dong Nai City (on the basis of transferring the status quo of the People's Court and the People's Procuracy of Dong Nai province); agreed to submit to the National Assembly the effective date of the Resolutions from April 30, 2026, on the occasion of the 51st anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2026).

In addition, the National Assembly Standing Committee voted to allow the Government to direct the Ministry of Construction to issue a decision classifying Dong Nai as a type I urban area so that Dong Nai meets all 7 criteria for establishing a city.
