To improve the effectiveness and efficiency of land management, healthy the real estate market, and promote socio-economic development, the Prime Minister requires:
Chairman of the People's Committees of provinces and centrally-run cities directs functional agencies and units to review the organization of auctions of land use rights in the area to ensure compliance with the law, publicity and transparency.
Promptly detect and strictly handle cases of violation of legal regulations in land use rights auctions, prevent acts of taking advantage of land use rights auctions for profit and causing market disturbance.
The Minister of Natural Resources and Environment presides over and coordinates with the Ministers of Justice, Finance, Construction and Chairman of the People's Committees of provinces and centrally-run cities to urgently review and inspect Activities of organizing auctions of land use rights for cases showing unusual signs, handling according to authority cases that violate legal regulations on auctions of land use rights.
Promptly detect inadequacies in legal regulations to advise and propose competent authorities to amend, adjust, supplement, prevent profiteering from occurring, and at the same time handle and propose strict handling plans. Reporting to the Prime Minister before August 30, 2024 is taking advantage of auctions of use rights to cause market disturbance.
The Minister of Construction presides and coordinates with the Ministry of Natural Resources and Environment and the People's Committees of provinces and centrally-run cities to research and specifically evaluate the impacts of the recent land use rights auction results, especially in cases with unusually high auction results, many times higher than the starting price to the price level of land and housing, to the market (supply and demand) of housing and real estate, proactively regulate and solve problems. Resolve according to authority and have effective solutions or propose solutions to limit negative impacts (if any), and report to the Prime Minister.
