On September 8, Prime Minister Pham Minh Chinh chaired a conference to assess the response work, damage situation and deploy urgent measures to overcome the consequences of storm No. 3.
In his speech, the Prime Minister said that after the conference, the Prime Minister and Deputy Prime Ministers will continue to visit localities to direct the work of overcoming consequences and responding to natural disasters after the storm; organize compact, quick, timely and effective working groups.
The Prime Minister assessed that storm No. 3 has strong intensity, increasing rapidly; the strongest in the past 30 years; increasing irregularly; the storm's stay on land is unusually long; and it occurs over a large area.
The Prime Minister conveyed the condolences of General Secretary and President To Lam, key leaders, and leaders of the Party and State to families, agencies, units, and localities suffering losses of life and property due to storm No. 3.
The Prime Minister clearly stated 5 upcoming goals including:
Firstly, focus on rescuing people, checking and searching for missing people; treating the injured, especially those who are seriously injured; and arranging funerals for the unfortunate.
Second, no one should be left without food, clothing, shelter, or support; no students should be left without classes or schools; no sick people should be left without medical treatment.
Third, fix problems with electricity, water, telecommunications and other fields to serve leadership, direction, production and business and people's lives.
Fourth, accurately and objectively calculate damage to have appropriate, effective and timely solutions.
Fifth, respond to the consequences of storm circulation such as flash floods, landslides, subsidence, etc.
Regarding solutions, the Prime Minister requested the Ministry of National Defense, the Ministry of Public Security, and rescue forces to continue to be on duty to promptly respond to, overcome consequences, and respond to natural disasters. Relevant agencies continue to maintain forecasting and communication work; pay attention to information and instructions on disaster response skills.
Local authorities, ministries and branches, according to their authority, use reserves for natural disaster prevention (in terms of finance, means, materials, etc.) to restore normal operations.
Localities allocate reserves to address urgent problems of food, clothing, housing, education, and medical treatment for people and propose support from the Central Government from the reserve budget.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to preside over the handling and decision. This work must be done immediately, completed before 6:00 p.m. today, and then continued to supplement if necessary.
"In particular, localities must immediately count and immediately issue reserve rice, as much as needed. It is important to count accurately and transparently to avoid negative incidents," the Prime Minister said, emphasizing the focus on repairing schools and classrooms.
The Prime Minister called on people, businesses, agencies, localities and enterprises that did not suffer damage to support people, businesses, agencies, localities and enterprises that suffered damage, "with little, contribute little, with much, contribute much, with wealth, with merit, the whole leaf covers the torn leaf, the little torn leaf covers the much torn leaf", promoting the tradition of mutual love and support of our nation.
