On the morning of September 7, Deputy Prime Minister Tran Hong Ha visited the National Center for Hydro-Meteorological Forecasting to check the forecast of storm No. 3 approaching Quang Ninh, Thai Binh provinces and Hai Phong city.
Here, the Deputy Prime Minister requested the General Department of Hydrometeorology to provide brief and accurate information and assess the current situation when this storm officially makes landfall; forecast the time of direct impact on coastal and mainland areas (from 11am to 5pm, September 7); make recommendations and forecast specific situations in localities and mainland areas, thereby providing urgent and timely handling directions.
The Deputy Prime Minister requested the General Department of Hydrometeorology to closely monitor forecasting work to provide the most accurate information possible in coastal and inland areas.
"Forecasting work must closely follow developments and be continuously updated, especially at each time when the storm circulation enters, makes landfall, and circulates after the storm, to serve the work of quick and timely direction and operation, and at the same time, to help people grasp the situation to proactively prevent according to the instructions of the authorities," said the Deputy Prime Minister.
Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep said that reservoirs in the North have been brought back to flood level.
The sea dyke system and river dykes are at risk of being overwhelmed when there are big waves and floods, and localities have response plans.
Lieutenant General Doan Thai Duc, Director of the Department of Search and Rescue, said that so far the Ministry of National Defense has deployed nearly 100,000 officers and soldiers, and hundreds of specialized vehicles, ready to respond to storm No. 3 in all situations.
Concluding the meeting, the Deputy Prime Minister said that, up to now, the forecasting work has been very timely and accurate in assessing the scope of influence, intensity, complexity and continuously updating the developments of the storm; at the same time, it is necessary to pay attention to forecasting the circulation after the storm to respond.
The Deputy Prime Minister requested local hydrometeorological stations, regional hydrometeorological agencies, especially specific observation stations, to focus on early forecasting, "a few hours, even thirty minutes, are very meaningful" in storm prevention and control.
At the same time, maintain work intensity, provide more timely, updated and complete information, especially at times when storms directly impact the shore.
With heavy rainfall caused by storm No. 3 , the Deputy Prime Minister requested hydrological and oceanographic forecasting units to provide hourly and faster forecast information.
Emphasizing that the intensity of storm No. 3 is very strong, and has begun to greatly affect communications and forecasting work on coastal islands, the Deputy Prime Minister requested ministries, branches and localities to focus highly and resolutely in directing work, and take measures to maintain smooth communications and operations.
Immediately after working at the National Center for Hydro-Meteorological Forecasting, the Deputy Prime Minister and the delegation moved to the forward command post for storm prevention and control No. 3 located in Hai Phong city.
