Hai Phong City Party Secretary Le Tien Chau in his opening speech said: Hai Phong has achieved 10 consecutive years of double-digit growth; basically completed industrialization and modernization, affirming its role as the leading industrial center, seaport, and logistics in the North. Hai Duong province grew beyond the target, especially in the industrial and service sectors. The city's investment and business environment has improved significantly. The infrastructure of seaports, airports, roads, and urban areas has made a breakthrough; specific mechanisms and policies, the New Generation Free Trade Zone and the Southern Hai Phong Coastal Economic Zone have been established, creating strategic growth momentum for the city. Culture - society has made a lot of progress. National defense and security are strengthened, politics and society are stable, and foreign affairs are expanded.
The results achieved demonstrate the great determination of the entire political system and the solidarity and unanimousness of all people and the city's business community; being a solid foundation for the city to firmly step forward with the whole country to enter a new era - the era of national growth.
Chairman of Hai Phong City People's Committee Le Ngoc Chau presented the Political Report of the City Party Committee Executive Committee to the City Party Congress, term 2025 - 2030. Accordingly, the first City Party Congress took place in the context of the country and the city facing many intertwined opportunities and challenges. After the merger, Hai Phong will become an urban area with more than 4.6 million people, the fourth largest population, the third largest economy in the country, playing the role of a strategic international gateway to the Northeast of the Fatherland, an industrial center, leading seaport and logistics. The city's goal by 2030 is to become a modern, civilized, ecological and livable industrial port city of Southeast Asia.
Speaking at the Congress, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the Hai Phong City Party Committee for organizing the work of Party Congresses at all levels well and properly implementing the regulations and instructions of the Central Committee on preparing to organize the first City Party Congress, term 2025 - 2030.
The political report and documents of the Congress were drafted seriously, elaborately, scientifically, methodically, and practically, fully integrating the requirements, guiding viewpoints, policies, and major orientations of the Party, State, Government, and having an Action Program to be implemented immediately after the Congress; in which the current situation of the 2020 - 2025 term is clearly assessed and the main directions, goals, tasks, and solutions for Party building and the political system, socio-economic development, culture, national defense, security, and foreign affairs for the 2025 - 2030 term are proposed.
According to the Prime Minister, looking back at the past term, in the context of many difficulties and challenges, but with the will, determination and aspiration to rise up strongly; Hai Phong City has made efforts, focused on implementing well the Resolution of the 13th Party Congress, Resolution of the local Party Congress and achieved important, quite comprehensive results in all fields.
Regarding Party building and the political system: Party building work in politics, ideology, ethics and civilization has received special attention and been implemented synchronously and comprehensively. The arrangement of the apparatus organization is implemented seriously, synchronously and drastically. The 2-level local government model has gradually come into stable and effective operation.
Regarding socio-economic development, national defense, security, and foreign affairs, the Prime Minister basically agreed and highly appreciated the important results that Hai Phong City has achieved in the fields as in the Political Report. The Prime Minister emphasized 3 points: Regarding the spirit of solidarity to overcome difficulties, the aspiration to rise up and develop strongly in the entire Party, the entire people, and the entire army, it is necessary to foster and urge continuously.
The important, outstanding, and comprehensive results that the Party Committee, army, and people of Hai Phong City have achieved in the past term have made important contributions to the overall achievements of the country the Prime Minister emphasized.
The Prime Minister agreed with 5 lessons learned from Hai Phong and added and emphasized 3 more contents including: Solidarity within the Party, among the people and creating social consensus; solidarity within the city; solidarity with Party committees and people of other provinces and cities; international solidarity plays an important and decisive role.
According to the Prime Minister, in the context of difficulties and challenges, the problem for Hai Phong is to promote internal resources and be ready for development; so what should Hai Phong do? Hai Phong must find its own path, react flexibly, promote internal resources for development, always stand firm on its strengths to contribute to the overall development of the country, bring the country into the era of rising up, standing shoulder to shoulder with the powers of the five continents - Prime Minister Pham Minh Chinh emphasized.
