Politburo Member, Prime Minister Le Minh Hung has just signed document No. 707/TTg-PL on implementing solutions to overcome the situation of slow issuance of documents detailing laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee.
The Prime Minister also requested ministries and ministerial-level agencies: Education and Training, Science and Technology, Foreign Affairs, Industry and Trade, Finance, Home Affairs, Health, Justice, State Bank of Vietnam: to focus on leading and directing the handling or reporting to competent authorities to immediately handle difficulties and obstacles related to 15 documents (14 decrees, 1 decision) owing to promulgate detailed regulations on laws and resolutions that have taken effect in order to definitively resolve these owed documents.
As of June 23, the Ministry of Education and Training owed 3 decrees promulgating detailed regulations on 2 laws and resolutions effective from January 1, 2026;
The Ministry of Science and Technology owes 1 decree, 1 decision detailing 1 law effective from March 1, 2026;
The Ministry of Foreign Affairs owes 2 decrees detailing 1 resolution effective from January 1, 2026;
The Ministry of Industry and Trade owes 2 decrees detailing 2 resolutions effective from January 1, 2026 and March 1, 2026;
The Ministry of Finance owes 1 decree detailing 1 resolution effective from January 1, 2026;
The Ministry of Home Affairs owes 1 decree detailing 1 law effective from January 1, 2026;
The Ministry of Health owes 1 decree detailing 1 resolution effective from January 1, 2026;
The Ministry of Justice owes 1 decree detailing 1 law effective from May 1, 2026;
The State Bank of Vietnam owes 2 decrees detailing 2 laws effective from January 1, 2026 and May 1, 2026.
Ministries: Public Security, Finance, Construction, Health, Home Affairs, Culture, Sports and Tourism, Science and Technology, National Defense, Foreign Affairs, Education and Training, Industry and Trade: focus on researching and completing the dossier of 48 decrees detailing laws and resolutions effective from July 1, 2026.
In the document, the Prime Minister requests the Minister and Heads of ministerial-level agencies to directly be in charge, direct and be responsible to the Government and the Prime Minister for the quality and progress of law, ordinance, resolution development and the development and promulgation of detailed regulatory documents.
The Prime Minister noted not to let the situation of prolonged coordination or waiting for consensus between agencies affect the progress of document issuance.
Taking the results of building and promulgating detailed regulations, ensuring the progress and quality of document promulgation is one of the important criteria in evaluating the level of task completion, ranking, emulation, and annual commendation for relevant agencies, units and individuals.
Pay attention to piloting the evaluation and scoring (KPI) in law-making work after promulgation, linking the results of implementation with the assessment of the level of task completion of the head of the agency and the presiding unit.
In case of prolonged delays in issuing detailed regulations affecting the implementation of laws, resolutions or generating legal loopholes, it is necessary to assess, review, the causes, solutions to overcome and handle the responsibilities of relevant agencies, units, and individuals (if any).
