In the afternoon of December 28, Politburo Member, Prime Minister Pham Minh Chinh and the Delegation of National Assembly Deputies of Can Tho City met with voters after the 10th Session, 15th National Assembly.
The voter meeting was organized with the participation of more than 300 voters who are officials, civil servants, public employees, lecturers of the Education and Training sector and the Health sector in Can Tho City.

Sharing more about the content of the specialized meeting with voters this time, the Prime Minister emphasized that education and health are two fields related to everyone, every home, and everyone cares, everyone needs health and lifelong learning; The Party and State also pay special attention to these two fields, with the spirit of putting people's lives and health first, first of all, taking people as the center, subject, as the goal, motivation and resource for development.
On the other hand, the Mekong Delta also has 2 largest bottlenecks related to strategic infrastructure, including health and education infrastructure and related to the development of high-quality human resources.

Emphasizing that the Party and State have no other goal than to firmly protect the country's independence and sovereignty and constantly care for the people's material and spiritual lives to be increasingly improved, the Prime Minister said that to implement the Resolutions of the Politburo, the Government has submitted to the National Assembly for promulgation at the 10th Session of laws and resolutions to promptly institutionalize and organize implementation.
In which, concretizing Resolution No. 72-NQ/TW on protecting, caring for and improving people's health, the Government has submitted to the National Assembly for approval 2 laws and 1 resolution including the Population Law, the Law on Disease Prevention and the Resolution on a number of breakthrough mechanisms and policies for protecting, caring for and improving people's health, aiming to build a healthy Vietnam, where all people are cared for, live long, live healthy, live healthily and happily, with the spirit of "prevention is better than cure".
In particular, the Prime Minister said that, based on the investment policy of the National Target Program on Healthcare, Population and Development for the period 2026-2035 approved by the National Assembly at this Session, the Government will direct the Ministry of Health to urgently complete the dossier to decide to invest in the Program including 5 projects with a total resource of nearly 90-100 trillion VND to implement specific and practical goals such as: (1) Improving the capacity of the grassroots health network; (2) Improving the effectiveness of the disease prevention system; (3) Improving health; (4) Population development; (5) Improving the quality of social care for vulnerable people; (6) Strengthening health communication.
On this occasion, the Prime Minister praised Can Tho City, ministries, branches, and agencies for seriously implementing the Prime Minister's directions more than 2 months ago (when the Prime Minister met with Can Tho voters before the 10th session) on implementing related procedures to urgently complete the investment project to build a new Can Tho Oncology Hospital with the conversion from ODA loans to using public investment capital; and at the same time completed procedures to purchase 2 radiation therapy machines for Can Tho Oncology Hospital currently (expected to arrive in the first months of 2026).
At the same time, the Prime Minister directed that it is necessary to urgently upgrade Can Tho Cardiology Hospital and Can Tho Obstetrics and Pediatrics Hospital in 2026, and report to the Prime Minister if anything is needed or lacking.

In the field of education and training, the Prime Minister said that also at the 10th Session, closely following the policy of the Politburo in Resolution No. 71, the Government submitted and the National Assembly passed 3 laws and 1 resolution related to education: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education; Law on Vocational Education and Resolution on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development.
At the same time, the Government has also submitted to the National Assembly for approval the investment policy of the National Target Program for modernization and improvement of education and training quality for the period 2026-2035 with a total resource of more than 580 trillion VND to implement 4 specific target groups for 4 groups of subjects, including: (1) Preschool education, general education; (2) Vocational education; (3) Higher education; and (4) Teachers, educational administrators and learners.
The main task of this Program is to invest in synchronous and modern upgrading of facilities, teaching and learning equipment, vocational training, experimentation, research and innovation centers, startup support centers and digital transformation infrastructure of educational and training institutions at all levels; at the same time, implement solutions to foster, train and improve professional capacity, digital capacity, foreign languages and modern pedagogical skills for teachers; strengthen management capacity, innovation management for education managers; develop core competencies, digital skills, and comprehensive qualities for learners.
The Prime Minister also requested Can Tho and Mekong Delta provinces to deploy the arrangement of the education system, in which kindergartens and general schools are arranged according to the 2-level government model, 17 universities are arranged according to the area of increasing scale, reducing focal points, and improving quality...

Pointing out 6 groups of key tasks and solutions in the coming time to continue implementing the Party and State's guidelines and policies on health and education, the Prime Minister directed ministries, branches, and localities, including Can Tho City, to continue to review, build, and complete institutions, remove bottlenecks, and turn institutions into national competitive advantages to attract domestic and foreign resources.
Second, invest in strategic infrastructure for the two sectors of education and health with the right requirements and development goals, including the goal of rapid and sustainable development, not sacrificing progress, fairness and social security to chase after pure growth; reduce input costs for health and education services and increase competitiveness for people to benefit.
Third, focus on training human resources in these 2 industries to meet development requirements, not only with good university degrees but also comprehensively, through many stages, many steps, taking care of people throughout their lives, through levels of education, to have a modern, fair, and effective education and healthcare system.
Fourth, continue to build mechanisms and policies to attract human resources for 2 industries, such as salary policies, tax incentives, credit, housing...; on finance, promote public-private partnerships, take public investment to lead investment and strengthen autonomy mechanisms in a reasonable way.
Fifth, continue to review and manage the two sectors according to the 2-level local government model, shifting the status from management to service; arrange suitable facilities, personnel, and expertise and intelligent management, focusing on digital transformation; voters supervise this process.
Sixth, promote digital transformation applications such as digital transcripts, electronic health books connected to VNeID for people to conveniently reduce costs, time, and troubles...
