On June 27, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired the specialized Government meeting on law-making in June 2026 to give opinions on many important draft laws/resolutions submitted to the National Assembly for consideration and approval at the upcoming Extraordinary Session of the 16th National Assembly.
Concluding, Prime Minister Le Minh Hung gave opinions on some specific contents in draft laws and resolutions for ministers and heads of sectors to receive and complete.
Regarding the Law amending and supplementing a number of articles of the Investment Law (amproving the List of conditional business lines and industries), the Prime Minister agreed with the proposal of the Ministry of Finance on developing a draft law according to simplified procedures; and at the same time requested to urgently study and thoroughly grasp Resolution No. 10-NQ/TW of the Politburo on economic development with foreign investment capital to institutionalize into the Investment Law.
Regarding the Law amending and supplementing a number of articles of the Law on the State Bank of Vietnam, the Law on Anti-Money Laundering and the Law on Credit Institutions, the Prime Minister also reminded the State Bank and the Ministry of Finance to carefully study relevant regulations to promote the development of the capital market, stock market, and corporate bond market to create conditions for economic organizations to operate safely and healthily, creating a favorable corridor for businesses to issue bonds associated with strengthening risk control.
Regarding the Law amending and supplementing a number of articles of 10 laws related to administrative procedures and business investment conditions in the field of agriculture and environment, the Prime Minister requested to continue reviewing regulations to ensure promoting the transformation of management methods from "pre-inspection" to "post-inspection" in areas under the state management scope of the Ministry of Agriculture and Environment.
Thoroughly overcome difficulties and obstacles, absolutely do not generate new procedures, especially do not allow the situation of cutting and abolishing procedures and business conditions but integrating them into standards and regulations.

Regarding the general viewpoint, the Prime Minister requested to focus resources on urgently building and completing the dossiers of draft laws submitted to the Extraordinary Session on thematic law-making and the 2nd Session of the 16th National Assembly, in which, not to let the situation of prolonged coordination or waiting for consensus between agencies affect the progress of document promulgation.
Do not push difficulties for people and businesses in policy design and law-making. Promote decentralization and delegation of power, associated with resource allocation and ensuring compliance with local conditions and capacity.
The Prime Minister noted that reviewing should not include regulations on tax incentives, quantitative and too specific contents in the law, causing difficulties for law enforcement later.
Strengthen digital transformation, apply artificial intelligence, big data in law-making and enforcement; pilot the evaluation and scoring (KPI) in law-making from the third quarter of 2026, associated with assessing the level of task completion of the head of the agency and the presiding unit.
The Head of Government also noted that it is necessary to limit the issuance of too many documents detailing and guiding implementation; each subject should only issue one document to detail the assigned contents.
