On June 1, 2026, the Government issued Decree No. 196/2026/ND-CP stipulating the functions, tasks, powers and organizational structure of the Government Office.
The Decree clearly stipulates that the Government Office is a ministerial-level agency of the Government, a strategic, key, and confidential advisory agency, directly assisting the Government and the Prime Minister (including Deputy Prime Ministers).
The Government Office has the function of general advisory and coordination to assist the Government and the Prime Minister in organizing general activities of the Government and leading, directing, and operating the Government's activities; performing the function of a general information and communication center serving the leadership, direction, and administration of the Government and the Prime Minister and providing information to the public; ensuring material, technical, and logistical conditions to serve the activities of the Government and the Prime Minister.
The Government Office has tasks and powers such as: General advice and coordination to assist the Government; General advice and coordination to assist the Prime Minister; Ensuring material, technical, and logistical conditions to serve the activities of the Government and the Prime Minister in accordance with the Party and State regulations; Developing and promulgating legal normative documents and other documents under the authority of the Government Office in accordance with the law; Performing the task of self-inspecting legal normative documents, inspecting documents and handling illegal documents in accordance with the authority and regulations of law...
Also according to the Decree, the Government Office performs the tasks of the Government's spokesperson and the Prime Minister.
The Government Office also has tasks and powers such as: Organizing the timely receipt and processing of documents sent by ministries, branches, provincial-level People's Committees, relevant agencies, organizations, and individuals, submitting them to the Government Party Committee, the Standing Committee of the Government Party Committee, the Government, and the Prime Minister in accordance with regulations and directions of the Prime Minister; Strictly and effectively implementing inspection and urging work; receiving citizens, resolving complaints and denunciations; preventing and combating corruption, practicing thrift, and combating wastefulness in accordance with the law; Summarizing and guiding professional and nghiệp vụ (professional) office work for the Offices of ministries, branches, and the Offices of People's Committees at the provincial level...
According to Decree No. 196/2026/ND-CP, the organizational structure of the Government Office includes the following 17 units:

The Government Information and Communications Department is a type 1 Department, licensed to use the National Emblem seal.
The Administrative Department has 3 departments.
The Government Electronic Information Portal (stipulated in the Government Decree stipulating the functions, tasks, powers and organizational structure of the Government Office) continues to perform the functions, tasks, and powers assigned according to current regulations until the Decision stipulating the functions, tasks, powers and organizational structure of the Government Information and Communications Department issued by the Minister, Chairman of the Government Office takes effect.
Decree No. 196/2026/ND-CP takes effect from June 1, 2026.
