On the morning of April 4, Prime Minister Pham Minh Chinh chaired the regular Government meeting in March 2026 and the Government-locality online conference to assess the socio-economic development situation of the first quarter of 2026, and propose key tasks and solutions for the second quarter and the coming time.
Opening the conference, the Prime Minister said that in the first months of 2026, the world situation had many new, complex, and unpredictable developments, such as tariff policies and reactions of countries; the conflict in Ukraine showed no signs of ending soon.
Military conflicts spread to Middle Eastern countries, causing supply disruptions; oil and gas prices, transportation costs increased; global commodity, financial, monetary, and precious metal markets fluctuated sharply with increased risks and instability.
Domestically, the 14th Party Congress, the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026-2031 term, and the 1st and 2nd Central Committee Conferences were very successful, showing the belief, will, determination and new development vision of our country in the new era.
Thanks to the drastic involvement of the entire political system, people and the business community, under the direction of the Politburo, the Secretariat, led by General Secretary To Lam, the socio-economic situation in the first quarter of 2026 in general continued to develop positively and quite comprehensively in all aspects, in which many industries made breakthroughs in growth, and many localities were bright spots.
In which, the macroeconomy is basically stable, inflation is controlled, growth is promoted, major balances are ensured; social security and people's lives are ensured; national defense and security are consolidated and strengthened; foreign affairs are promoted; the country's prestige and position are raised, and people's trust in the Party and the State is consolidated and strengthened.

The Prime Minister also pointed out that, besides the basically achieved results, our country still has limitations, inadequacies and many difficulties, challenges, and risks related to macroeconomic management pressure, ensuring energy security; administrative procedures; decentralization and delegation of power; online public services are not really favorable; food security and safety are still complicated...
Therefore, the Prime Minister requested that at this conference, delegates focus on analyzing the context of the situation, the direction and administration of socio-economic development in March 2026 and the first three months of the year; the level of timeliness, flexibility, and effectiveness of response to new developments of the world situation; what are the good and bad points in socio-economic development results, causes and lessons learned.
Requesting delegates to analyze the situation and propose key tasks and solutions for the coming time, the Prime Minister raised the issue: What is noteworthy about the context of the situation in the coming time; what are the positive and negative factors; how to both achieve high growth and maintain macroeconomic stability, control inflation, and ensure major balances of the economy.
Emphasizing that the growth target of 10% or more remains unchanged, the Prime Minister requested the conference to set out tasks and solutions to continue to innovate traditional growth drivers, promote new growth drivers; solutions for monetary and fiscal policy management.
At the same time, promote public investment; diversify markets, diversify products, diversify export supply chains; tasks that need to be focused on in the fields of culture, society, environment, defense, security, and foreign affairs.
