On April 1, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government on the preparation for the project to build a national crude oil reserve in Nghi Son (Thanh Hoa). Previously, on March 29, the Prime Minister surveyed the planned location for building this reserve.
According to reports and opinions at the conference, the construction of a crude oil storage facility in Nghi Son (Thanh Hoa) contributes to early concretization of the National Oil and Gas Reserve and Supply Infrastructure Plan for the period 2021-2030, vision to 2050, which is not only an urgent requirement in terms of energy infrastructure but also has strategic significance for economic development and ensuring national energy security.
Proactively storing crude oil will help Vietnam minimize risks in the face of unpredictable fluctuations.
At the same time, the crude oil storage facility in Nghi Son also contributes to improving the operational efficiency of the oil refinery, optimizing the supply chain and creating motivation to promote economic development in the North Central region in particular and the whole country in general.

After listening to reports, opinions, and concluding speeches, Prime Minister Pham Minh Chinh emphasized the requirement to concretize the directions of the Politburo and General Secretary To Lam on strategic reserves, this is a very important issue.
Welcoming the urgent research and preparation of the Ministry of Industry and Trade, Petrovietnam and Thanh Hoa province, the Prime Minister affirmed that the construction of crude oil storage facilities has full political, legal, practical, and planning bases, so it is only discussed for implementation, not for retreat.
The meeting decided on a number of immediate tasks and oriented long-term tasks; in which, it unified the model of enterprises investing in building reserve warehouses, initially assigning state-owned enterprises, and at the same time perfecting mechanisms and policies to call for the participation of non-state enterprises.
Calculating the State's purchase or lease-purchase of reserve warehouses on the principle of harmonizing interests, what businesses do well or do better, the State will not do.
The Prime Minister directed Petrovietnam to preside over and coordinate with relevant agencies and Thanh Hoa province to immediately build a crude oil depot in Nghi Son to both directly serve the Nghi Son Refinery and National Reserve. Petrovietnam urgently builds the project and submits it to competent authorities for approval and implementation.
Thanh Hoa Provincial People's Committee implements site clearance. Agencies immediately deploy tasks, apply regulations for construction works in emergency cases.
The Ministry of Finance continues to complete the decree guiding the implementation of the Law on National Reserves, which handles a number of related problems such as direct swap of national reserves, economic and technical norms with national reserves.
The Ministry of Industry and Trade continues to direct, research, and deploy the construction of other gasoline and crude oil storage facilities in Dung Quat (Quang Ngai), Long Son (HCMC) and other areas.
The Prime Minister emphasized the requirement to ensure security and safety, even in cases of special incidents, while ensuring the effectiveness of projects.
With the spirit of encouraging continued expansion of cooperation with foreign partners, Petrovietnam is working with partners to implement the agreements of senior leaders to build gasoline and oil reserves, both serving economic growth of 10% or more, socio-economic development, contributing to making Vietnam a regional energy center.
