On August 10, in Ho Chi Minh City, Prime Minister Pham Minh Chinh chaired the Fourth Meeting of the East South Central Region Coordination Council.
At the meeting, Minister of Planning and Investment Nguyen Chi Dung reported on the progress of a series of important infrastructure projects with a connecting function in the East South Central Region.
Regarding the Ho Chi Minh City Ring Road 3 project, which spans four localities of Ho Chi Minh City, Binh Duong, Dong Nai, and Long An, the project has a length of over 76km, with a total investment of over 75,300 billion VND, including land clearance and construction.
The project has been started by localities since June 2023, with a target of being basically completed in 2025 and completed in full in 2026.
The section through Ho Chi Minh City has implemented 4/10 packages started in June 2023, with an achievement of approximately 17.51% of the workload. 6 packages began construction in late January 2024, with an achievement of 5.1%.
The section through Binh Duong Province has achieved 13.7% of the workload; the section through Long An Province has achieved over 35.9% of the workload. Specifically, the section through Dong Nai Province has only achieved 4.52% of the workload.
The progress of land compensation, support, and resettlement for Ho Chi Minh City Ring Road 3 project is basically in line with the set target, with the exception of the section through Dong Nai Province, which has only achieved 32.6% of the land handover.
The Biên Hòa - Vũng Tàu Expressway project, with a length of over 53km, passes through Dong Nai and Bà Rịa - Vũng Tàu provinces, with a total investment of over 17,800 billion VND. According to the plan, the expressway is expected to be basically completed in 2025 and put into operation in 2026.
The section through Bà Rịa - Vũng Tàu Province has over 90% of the road surface area paved with gravel, with a target of putting the entire section into operation in April 2025, 8 months ahead of the deadline set by the government and 4 months ahead of the initial commitment of the contractor.
The section through Dong Nai Province has only handed over over 53ha/151ha of land for the project component 1 and approximately 70ha of land for the project component 2 of the Biên Hòa - Vũng Tàu Expressway, continuing to "miss the deadline" for completing land handover.
The Bến Lức - Long Thành Expressway project, with a length of nearly 58km, passes through three localities: Long An, Ho Chi Minh City, and Dong Nai, with a total investment of 31,300 billion VND.
As of July 2024, the project has achieved over 80% of the production volume, 8.6% behind schedule due to numerous obstacles in the process of selecting contractors, material sources, leading to delays in progress.
This expressway is expected to be put into operation in 2025, connecting the East South Central Region - the West South Central Region and connecting the entire region with major expressways such as Ho Chi Minh City - Trung Lương, Ho Chi Minh City - Long Thanh - Dau Giay, and Bien Hoa - Vung Tau, contributing to the development of the entire region's economy.
The Vành đai 4 project passes through Ho Chi Minh City, Long An, Binh Duong, Dong Nai, and Bà Rịa - Vũng Tàu, with a length of nearly 207km, with a total investment of over 127,000 billion VND in the first phase.
The section through Binh Duong Province is expected to start construction in the third quarter of 2024. Currently, the provincial People's Committee has approved the land clearance plan for two batches, with a progress of 67% in implementing the design boundary plan. The other localities are expected to start construction of Vành đai 4 in 2025.
