Within the framework of the State visit to the Republic of India, on May 6, immediately after the official welcoming ceremony, General Secretary and President To Lam and members of the high-level Vietnamese delegation came to lay wreaths to commemorate Mahatma Gandhi at the Mahatma Gandhi Memorial Area in New Delhi.
Mahatma Gandhi (October 2, 1869 - January 30, 1948) was a famous political activist, honored as the Father of the Nation, the spiritual leader of the Indian people.
After laying a wreath to commemorate Mahatma Gandhi, General Secretary and President To Lam emotionally wrote in the Note Book: "I and the high-level Vietnamese delegation are very moved and respectfully remember Mahatma Gandhi - the great leader, symbol of peace, national independence and the spirit of non-violence. His life and career will forever be a shining example in the years of struggle for national independence in Asia in particular and around the world in general. Mahatma Gandhi's thought and will will will always be an endless source of inspiration for the spirit of self-reliance for the Indian People, the Vietnamese People and all humanity".

Following that, General Secretary and President To Lam and the high-level Vietnamese delegation came to lay wreaths to commemorate President Ho Chi Minh at the Statue of President Ho Chi Minh, located in G20 Park in New Delhi.
The Statue of President Ho Chi Minh is a project of special political and diplomatic significance, vividly showing the close relationship between the leaders and people of the two countries, along with the special affection of the State and people of India for President Ho Chi Minh in particular and Vietnam in general.
The statue was personally created by sculptor Ram V. Sutar, one of the leading sculptors of India, with many rounds of consultation and adjustment from relevant Vietnamese agencies.
The perspective of the statue is placed in the direction of looking towards the two major cities of Vietnam, Hanoi Capital and Ho Chi Minh City.
