On the morning of May 6, Politburo Member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Tran Duc Thang and Hanoi National Assembly deputies met with voters after the first session of the 16th National Assembly in wards and communes: Viet Hung, Long Bien, Bo De, Phuc Loi, Gia Lam, Thuan An, Bat Trang, Phu Dong, Thu Lam, Dong Anh, Phuc Thinh, Thien Loc, Vinh Thanh.
Forming forest parks
Exchanging views on the group of issues voters are concerned about related to planning management and development space exploitation for riverside communes, Hanoi Party Secretary said that the city is urgently completing architectural management regulations and detailed planning so that people can soon settle down, and at the same time form worthy forest parks and eco-tourism areas along the Red River and Duong River corridors.
Regarding the transformation of the economic model of craft villages and high-tech agriculture, in Bat Trang and other craft villages, the goal is to build centers for creative design and international experiential tourism. For communes such as Phu Dong, Gia Lam, Thuan An, the city requires to protect the land fund for ecological agriculture, avoiding spontaneous land subdivision and sale, breaking the heritage space.
Mr. Tran Duc Thang also informed that, to handle urban bottlenecks in Viet Hung, Phuc Loi, Thu Lam, Dong Anh areas, the city is accelerating the construction of bridges across the Red River and the eastern radial road. In parallel with that, the Secretary of the Hanoi Party Committee requested commune and ward leaders to pay attention to "soft infrastructure" which is the wastewater and domestic waste treatment system in residential areas.
Regarding voters' reflections on the overload situation at upper-level hospitals, Mr. Tran Duc Thang said that the City Party Committee and the People's Committee have directed the Department of Health and departments and branches to review all preventive medicine and grassroots health facilities in the city to fully develop grassroots health. Along with that is ensuring a team of doctors and medical staff to perform their duties.
Right in May, early June, the Standing Committee of the City Party Committee will listen to this issue to have early decisions in the issue of health and education - urgent issues, close to the people.
Regarding the resolution of commune-level petitions, Mr. Tran Duc Thang said that there are currently many related laws, but the understanding and implementation in communes and wards are still different. "I propose that the Chief Inspector of the City must have a common guiding document for all communes before May 15 based on legal regulations to unify the organization of implementation, not to let each place understand in a different way" - Secretary of the Hanoi Party Committee assigned the task.
Promote digital transformation so that people no longer have to "travel many times
To make the opinions of voters a reality, the Secretary of the City Party Committee requested all levels and sectors to focus on a number of key tasks.
Regarding the implementation of the mechanism, it is necessary to urgently concretize the provisions of the revised Capital Law. Departments and sectors must proactively propose specific policies, and must not passively wait for guidance. This must be considered a historical opportunity to definitively resolve suspended projects and release land resources that are being wasted.
Regarding urban management, Hanoi Party Secretary said that the Capital cannot develop, cannot be a livable place if there are still 5 bottlenecks: flooding, congestion, environmental pollution, construction order and food safety.
I request the governments of communes and wards, especially areas that are strongly urbanizing, together with the city to drastically handle basically 5 bottlenecks in the first months of 2026. At the same time, it is necessary to strengthen planning management, absolutely not to let illegal construction occur, destroying the general landscape.
The situation of construction on agricultural land still occurs somewhere. I request 13 communes and wards to strictly manage according to the area, not to let new violations arise, and resolutely eliminate previous violations in the area" - Mr. Tran Duc Thang requested.
Regarding administrative reform, it is necessary to promote digital transformation so that people no longer have to "go back and forth many times" when doing procedures. It is necessary to build a serving government, taking voter satisfaction as a measure of cadre capacity. Resolutely eliminate cadres who have the mentality of avoiding and shirking responsibility.
Regarding social security, economic development must go hand in hand with cultural preservation and care for people's lives. It is necessary to ensure that all people enjoy the fruits of the development of the Capital, especially policy beneficiaries, people with meritorious services and poor workers.
