This morning (February 2nd), the Hanoi City Party Committee, People's Council, and People's Committee coordinated with the Investor Consortium to organize the Groundbreaking Ceremony of the Bac Thang Long Urban City Multi-Goal Urban Area Project (Phuc Thinh commune).

The Bac Thang Long Urban City multi-purpose urban area project has a research scale of about 699 ha, a population scale of about 200 thousand people, a total investment of about 99 trillion VND; along with the "Multi-purpose urban area investment project in Thu Lam commune, Dong Anh commune" with a research scale of about 696 ha, a population scale of 200 thousand people, a total investment of about 60 trillion VND.
Two projects located in 5 communes Thien Loc, Phuc Thinh, Me Linh, Thu Lam, Dong Anh are expected to be completed by 2032. In which, resettlement housing, social housing, public housing, commercial housing, temporary housing and administrative centers, financial centers, high-tech centers, commercial services, schools, hospitals... are arranged reasonably, creating urban areas worth living and working in, towards the goal of sustainable urban development, ensuring improved criteria, standards, technical norms, and green infrastructure.
The project forms a housing fund large enough to serve migrants to solve the problem of site clearance (GPMB), urban reconstruction on a large scale to expand important traffic axis systems such as the Red River scenic avenue, Ring Road 1, Ring Road 2.5, Ring Road 4, radial roads and urban railway projects as well as key projects that Hanoi City is drastically focusing on implementing.

Speaking at the ceremony, Chairman of Hanoi People's Committee Vu Dai Thang affirmed that this is a project of particular importance in the strategy of rebuilding and developing the Capital in a green, smart, modern and sustainable direction. From there, contributing to the formation of multi-purpose, multi-functional urban areas that are synchronously planned, meeting the rapid but sustainable development requirements of the Capital in the new period.
Multi-purpose urban areas are developed according to the main orientations: diversifying housing types, including resettlement housing, official housing, social housing, rental and commercial housing; ensuring synchronous technical infrastructure, social infrastructure and smart cities, fully meeting the needs of people's living, studying, health, culture - sports.
The project has convenient traffic connections, synchronous infrastructure inside and outside the urban area; creating jobs, stable livelihoods, improving the quality of life; controlling investment costs, reducing costs, and increasing people's access to housing.
Hanoi City has selected investors with sufficient capacity and prestige to implement the project. The projects are implemented with a consistent orientation of strongly applying modern science and technology in planning, design, construction, management and operation; developing smart city models, applying advanced standards in infrastructure management, transportation, energy, environment and urban service provision.
The construction investment process will prioritize the use of new, environmentally friendly materials, apply advanced technical norms and standards, ensure quality, safety, energy saving, adaptation to climate change and long-term sustainability of the projects.

The Chairman of the City People's Committee affirmed that the City pays special attention to the human factor and livelihoods of the people, with multi-purpose urban areas not only being places to live but also spaces to create jobs, through the development of service areas, trade, production and business, vocational training to help people, especially resettlement households, stabilize their lives and increase income.
The practical implementation of multi-purpose urban areas is also a pilot process, testing new mechanisms and policies "a form of institutional sandbox" in urban management and development.
Based on practical summaries, Hanoi City will proactively report and propose to the Central Government to consider completing and amending the Capital Law and related regulations, creating a more synchronous and transparent legal corridor, meeting the requirements of rapid and sustainable development in the new period.
The commencement of projects today will contribute to forming a large enough housing fund, serving resettlement, social housing, public housing and creating a premise for synchronous deployment of key transport infrastructure and technical infrastructure projects of the Capital.
Through this, the city aims for an urban development model built by the State, led by businesses, with an efficient operating market and people being the beneficiaries, in line with the spirit of Resolution No. 79-NQ/TW of the Politburo.
More importantly, the simultaneous implementation of two projects concretizing the Capital's General Plan with a 100-year vision, clearly shows the political determination of the City in bringing the Resolution of the 14th Party Congress and the Resolution of the 18th City Party Congress into life, in accordance with the direction of General Secretary To Lam "Hanoi has said it will do it, do it quickly, do it right, do it effectively, do it to the end", Mr. Vu Dai Thang emphasized.
