On the morning of February 28, the Navy (Ministry of National Defense) organized the Ceremony to receive the title of Hero of the People's Armed Forces (LLVTND) (3rd time). Speaking at the Ceremony, on behalf of the Party and State leaders, the Central Military Commission, General Secretary To Lam congratulated the particularly outstanding achievements that the Vietnam People's Navy has achieved in the past time.
To excellently complete the assigned tasks in the coming time, the General Secretary requested the Navy to focus on thoroughly grasping and firmly grasping the Party's viewpoints, guidelines, policies, and laws of the State on military and national defense;
The focus is on new thinking and awareness about National Defense and Protection of the Fatherland according to the Resolution of the 14th Party Congress; proactively researching and grasping the situation, promptly advising and proposing to the Party, State, Central Military Commission, and Ministry of National Defense "correct" and "targeted" solutions to both firmly protect the sovereignty of the Fatherland's sea and islands, and maintain a peaceful and stable environment at sea to build and develop the country.
The General Secretary requested the Navy to focus on effectively implementing the direction of 2 steadfastness (steadfastly adhere to the Party's military and defense guidelines; steadfastly build a politically strong Army); 2 promote (promote the building of a revolutionary, regular, elite, and modern People's Army; promote international integration and defense foreign affairs); 2 prevent (prevent the risks of war and conflict; prevent all manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation" in the Party Committee of the Army and the entire army); 5 solid (solid politics, solid discipline, solid technology, solid military art, solid soldier's life).

Building an increasingly solid "people's heart formation" at sea
The General Secretary emphasized, continue to build a revolutionary, regular, elite, and modern Navy in a streamlined, compact, and strong direction; pay attention to innovation, improve the quality of training and level, combat readiness; proactively study recent conflict wars in the world, develop naval military art suitable to the people's war posture to protect the Fatherland in the new situation.
The military branch closely combines defense - security - foreign affairs - economic tasks; proactively researches, advises, and proposes solutions for sustainable development of the marine economy associated with protecting national border sovereignty at sea.
The Navy Service must be the core force, a solid fulcrum for fishermen to reach out to sea and stick to the sea, building an all-people national defense posture and an increasingly solid "people's heart posture" at sea; doing well in international cooperation on sea and islands; defense diplomacy with the armies and navies of other countries, contributing to firmly protecting sovereignty, sovereign rights, jurisdiction and national interests, and maintaining a peaceful environment at sea.
