On February 26, at the headquarters of Hoan Kiem Ward People's Committee, the Vietnam Fatherland Front Committee of Hanoi City chaired a meeting between voters and candidates for the 16th National Assembly, including General Secretary To Lam and four candidates in Election Unit No. 1, Hanoi City.
After listening to representatives of the Vietnam Fatherland Front Committee of Hanoi City introduce a summary biography of the candidate, the candidates successively reported to voters on the draft action program if elected as National Assembly deputies of the 16th term and listened to the recommendations and wishes of voters.
Closely connected with voters in the Capital
At the conference, the candidates emphasized that they will continue to be closely attached to the Capital's voters, under the supervision of voters, maintain close and regular contact with voters, listen to and fully and truthfully absorb the opinions, thoughts, and legitimate aspirations of voters, and promptly reflect to the National Assembly and competent agencies to consider and resolve opinions contributing strategic orientations for perfecting institutions and improving the quality of development management of the Capital and the whole country.
Regarding complaints, denunciations, and petitions of citizens, candidates affirmed that they will study carefully and promptly transfer them to competent agencies for consideration and resolution, and at the same time monitor, urge, and supervise the resolution process, ensuring the legitimate and lawful rights and interests of the people; promote the supervisory and questioning role of National Assembly deputies when necessary, contributing to building an administration, discipline, integrity, and high accountability that truly serves the people.
The candidates emphasized that the action program is the basis for promoting the role of people's representatives, truthfully reflecting and maximally protecting the interests and aspirations of the people; affirming that no matter what position they are in, they will always try their best, complete well all tasks assigned by the Party, State and people, and set an example in complying with the Party's guidelines, the Constitution and the laws of the State.
Ensuring fairness in access to education
On behalf of the candidates of constituency No. 1, Hanoi City, General Secretary To Lam expressed his respectful thanks to voters for their heartfelt and responsible contributions, raising major issues about the international situation and practical life issues, with the spirit of ensuring stability to develop and improve people's lives.
Answering voters' questions about fundamental and comprehensive education innovation, which is truly a top national policy, deciding the future of the nation, the General Secretary clearly stated that education and training are identified as a top national policy, a strategic breakthrough in people, directly deciding the quality of human resources and the future development of the country. This is the task of the entire political system and the whole society.
Throughout the revolutionary journey, our country's education has achieved many important achievements, contributing to improving people's knowledge and training human resources for the cause of building and protecting the Fatherland. However, it is also necessary to look directly at the reality that education and training still have limitations and inadequacies, and have not really become a strong driving force for rapid and sustainable development.
Therefore, the Politburo issued Resolution 71, with the requirement that education innovation must be fundamental, comprehensive and substantive, ending the situation of formalism and half-heartedness. In that spirit, the National Assembly and the Government promptly institutionalized it with many important mechanisms and policies, creating a foundation to remove bottlenecks in institutions, finance and human resources.
In addition, the Politburo, the Government and relevant agencies have actively implemented a series of new policies such as building inter-level boarding primary and secondary schools for land border communes; supporting lunches for elementary school children, building STEM classrooms so that learning and practice must be linked together. All these efforts have initially created positive changes in education and training.
Emphasizing that with the right policy, the deciding factor is still the implementation stage, therefore, the General Secretary affirmed that it is necessary to continue to improve the legal system and policy mechanisms to comprehensively, stably, and sustainably innovate education; organize serious and effective implementation, not allowing the burden of innovation to fall on teachers, students and parents; ensure fairness in accessing education, giving strong priority to difficult areas and ethnic minority areas, so that all children have the opportunity to study and develop.
Specifically for Hanoi's education sector, it is necessary to ensure that all students can go to school. The ultimate goal is real quality; teachers are assured to teach, students learn better, families worry less, thereby preparing human resources with sufficient capacity, ethics and bravery to build Hanoi Capital, the country in the new period.

Regarding the development and completion of policies and laws on environmental protection in the coming time, according to the General Secretary, the Document of the 14th Party Congress has clearly defined: Environmental protection is the central task, on par with economic development and ensuring social security. The current approach is to strongly shift from response thinking to constructive thinking, early and remote prevention. Clearly identify three focuses of action: Continue to improve policies and laws on environmental protection in the direction of promoting green transformation, circular economy and publicizing information for people to participate in supervision; strengthen discipline and order in law enforcement, where serious and prolonged pollution occurs, the responsibility of the head must be clarified, strictly handled, without forbidden zones; put people at the center of environmental policy, because environmental protection is first and foremost to protect the health and lives of the people, especially vulnerable groups.
When the environment is protected and the quality of life is improved, it is the foundation of development. Protecting the environment today is protecting the future of our children and grandchildren in the future. This is not just a policy commitment, but a political commitment to the people and voters across the country.
Answering voters' questions about major directions to promote the role of science and technology, innovation, the General Secretary emphasized that the 14th Party Congress has clearly defined: Science - technology, innovation and digital transformation must be the main driving forces of the new growth model. Right in 2026, the Party Central Committee will concretize this viewpoint by issuing specialized Resolutions on the transformation of the country's development model; and Resolutions on strategic solutions for double-digit growth, based on the main driving force of science, technology, innovation and digital transformation.
The General Secretary pointed out some major orientations: It is necessary to create a breakthrough in institutions; focus on developing infrastructure, especially digital infrastructure and data; develop Vietnamese technology enterprises, gradually master strategic technology; promote comprehensive digital transformation, create substantial growth; develop high-quality human resources.
Sharing with young voters, the General Secretary emphasized that if the country wants to break through, young people must take the lead in studying, researching, starting a business, creating and mastering technology. Each young Vietnamese person will nurture a big dream, not only finding a good job for themselves, but also contributing to creating new values for society, bringing Vietnamese intelligence to stand shoulder to shoulder with international friends.
