General Secretary To Lam is the Head of the Central Steering Committee on perfecting institutions and laws; the Prime Minister and the National Assembly Chairman are Deputy Heads of the Committee.

On April 30, 2025, the Politburo issued Decision No. 288-NQ/TW to establish the Central Steering Committee on perfecting institutions and laws (Steering Committee).

Accordingly, the Steering Committee will be under the Politburo, headed by General Secretary To Lam; Politburo member, Prime Minister Pham Minh Chinh as Deputy Head of the Committee; Politburo member, National Assembly Chairman Tran Thanh Man as Deputy Head of the Steering Committee.

The members include Politburo members, Party Central Committee Secretaries: Head of the Central Internal Affairs Commission Phan Dinh Trac; Head of the Central Organization Commission Le Minh Hung; Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

Politburo members: General Phan Van Giang, Minister of National Defense; General Luong Tam Quang - Minister of Public Security, as member of the Steering Committee.

Secretaries of the Party Central Committee: Chief Justice of the Supreme People's Court Le Minh Tri; Head of the Central Policy and Strategy Commission Tran Luu Quang as Member of the Steering Committee.

The same is a member of the Steering Committee with members of the Party Central Committee: Deputy Prime Minister Le Thanh Long; Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; Vice Chairman of National Assembly Nguyen Khac Dinh; Minister of Justice Nguyen Hai Ninh; Chairman of the Legal and Justice Committee of the National Assembly Hoang Thanh Tung; Minister of Home Affairs Pham Thi Thanh Tra; Minister of Science and Technology Nguyen Manh Hung; Chairman of the Committee for Science, Technology and Environment of the National Assembly Le Quang Huy; Minister of Finance Nguyen Van Thang; Chairman of the National Assembly's Economic and Finance Committee; Minister, Chairman of the Government Office Tran Van Son.

Also members of the Steering Committee were Mr. Nguyen Huy Tien, Director of the Supreme People's Procuracy; Mr. Le Khanh Toan, Deputy Chief of the Party Central Committee Office; Mr. Nguyen Thanh Tu, Deputy Minister of Justice.

The functions, tasks, powers, working regime, and working relationships of the Central Steering Committee on perfecting institutions and laws shall comply with the regulations of the Politburo.
