The Ho Chi Minh City Party Committee has just sent a document to the Party Committee of the City People's Committee, Party Committees of communes, wards, special zones, the City Development Research Board, the City Party Committee's Organization Board and the City Party Committee Office on continuing to study the plan to arrange commune-level administrative units in the area.
According to the direction, Party committees of communes, wards, and special zones organize expanded Party Committee meetings to discuss and comprehensively assess the organizational and operational situation of localities after the operation of the 2-level local government model.
The assessment must be based on the conditions and standards of commune-level administrative units; the actual situation of the area; management requirements, serving people and development orientations in each period.
Notably, if it is considered really necessary to adjust, localities are required to develop plans based on science, prudence, ensuring social consensus, unity between relevant administrative units and in accordance with practical requirements.
These options will be reported and proposed to the Standing Committee of the City Party Committee for consideration and decision on policies.
After the conference, communes, wards, and special zones must send results reports to the Standing Committee of the City Party Committee, through the Organization Committee of the City Party Committee, before August 30, 2026.
The Party Committee of Ho Chi Minh City People's Committee is assigned to lead the Ho Chi Minh City People's Committee to direct the Department of Home Affairs and relevant departments, branches, and units to coordinate with the Organization Committee of the City Party Committee to review administrative units that do not fully meet standards, conditions, or have unreasonable issues arising during operation.
Based on the criteria, principles, conditions and procedures prescribed by the Central Government, units develop adjustment plans if really necessary, ensuring science, caution, creating social consensus and not causing disruption. The plan is reported to the Standing Committee of the City Party Committee for consideration and policy approval before August 30, 2026.
The Ho Chi Minh City Development Research Board is assigned to develop a thematic report, analyze the current situation and propose a plan, to be completed before August 30, 2026.
The Organization Committee of the Ho Chi Minh City Party Committee is responsible for coordinating, monitoring, and urging; summarizing and reporting to the Standing Committee of the City Party Committee, completing before September 5, 2026.
The Ho Chi Minh City Party Committee Office is assigned to monitor and urge the implementation; coordinate to handle difficulties and obstacles, and at the same time appraise and advise the Standing Committee of the City Party Committee.
After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City currently has 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.
Through review, Ho Chi Minh City currently has 54 commune-level administrative units that have not met the criteria for area or population according to Resolution 112/2025 of the National Assembly Standing Committee.
Among these, the Con Dao special zone and Thanh An island commune do not meet the criteria for population. There are 52 communes and wards that do not meet the standards for area.
Ho Chi Minh City is also implementing steps to consider transferring 29 eligible communes to wards.
The list of 29 communes under consideration includes: An Nhon Tay, Binh Hung, Binh Chanh, Ba Diem, Binh Loi, Binh My, Dong Thanh, Hoc Mon, Hung Long, Long Hai, Long Dien, Nha Be, Ho Tram, Ngai Giao, Tan An Hoi, Tan Nhut, Tan Vinh Loc, Vinh Loc, Xuan Thoi Son, Thai My, Cu Chi, Dat Do, Can Gio, Hiep Phuoc, Phu Hoa Dong, Chau Pha, Long Son, Bau Bang and Bac Tan Uyen.
