The draft Law on Employment (amended) is being consulted for completion before being submitted to the National Assembly for consideration and approval at the 9th Session.
The draft law has met the requirements of the employment labor market in the coming time, especially in the context of the whole country is drastically implementing the arrangement, streamlining the organizational structure, restructuring the labor market and solving related social issues.
Commenting on the draft Law, National Assembly delegate Thach Phuoc Binh (Tra Vinh delegation) said that Article 33 of the draft Law stipulates enterprises operating employment services.
In Clause 2, this delegate suggested that it is necessary to stipulate more clearly the criteria for evaluating the facilities and personnel of employment service enterprises to ensure service quality.
For example, the minimum number of consulting staff, mandatory professional qualifications, and periodic training requirements. From there, the draft law can be supplemented in the direction that businesses operating in the field of employment need to ensure a team of personnel with appropriate professional qualifications and participate in periodic service training according to the regulations of competent authorities.
In Clause 4, businesses self- Valuate services. This delegate said that there should be a strict control mechanism to avoid collecting fees that are too high or abusing workers.
"I propose to add regulations for state management agencies to periodically inspect and supervise the posting and collection of employment service fees to ensure the rights of employees" - delegate Thach Phuoc Binh emphasized.
Commenting on Article 34 on the principle of unemployment insurance, delegate Thach Phuoc Binh suggested emphasizing the application of technology in the management and settlement of unemployment insurance regimes to help shorten the time for processing documents and make information transparent for workers.
The implementation of unemployment insurance must be simple, easy, convenient, ensuring timely and complete rights of participants, prioritizing the application of technology to shorten processing time - this person proposed to amend.
As for Clause 4, Article 35 on unemployment insurance regimes, the draft law stipulates that this right is given to the National Assembly Standing Committee in expanding the subjects participating in unemployment insurance, however, delegate Thach Phuoc Binh has not seen any specific criteria.
This delegate proposed to add conditions such as the National Assembly Standing Committee deciding on participating in unemployment insurance for new groups of workers on the basis of assessing the stability of income, the level of unemployment risk and the ability to contribute to the unemployment insurance fund.
Sharing at the Consultation Workshop on the draft Law on Employment (amended) organized by the Committee for Culture and Society in Ho Chi Minh City, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that improving policies and laws on employment is an important content of implementing a strategic breakthrough in perfecting synchronous development institutions in accordance with a complete, modern market economy, integrated with national governance innovation.
