Deploying the Government's Forward Command to operate online response to storm No. 5

Units are deploying the Government's Forward Command Department to serve the direction and online operation of responding to storm No. 5.

On August 24, the Department of Rescue (Ministry of the General Staff of the Vietnam People's Army) issued a document on the deployment of the Government's Forward Command to serve the direction and online operation of responding to storm No. 5.

The document clearly stated that, implementing the Prime Minister's Official Dispatch No. 143/CD-TTg dated August 23, 2025 on focusing on emergency response to storm No. 5 in 2025, the Department of Rescue - Relief ( Office of the National Civil Defense Steering Committee) requested agencies and units to coordinate in implementing the Government's Forward Command to serve the direction and online operation of response to storm No. 5.

Accordingly, the Department of Management, the Department of Administrative Procedure Control/Government Office; the Central Post Office/Ministry of Science and Technology in coordination with the Department of Rescue - Relief, the Military Industry - Telecommunications Group (Viettel) and relevant agencies and units will deploy the connection of the online television system from 1 Government's direction and operation room to the Government's Forward Command to serve the direction and online operation of the response to storm No. 5 at the Military Region 4 Command (Vinh City, Nghe An Province), ready for mobile capability to the Military Command area of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue City.

Military Region 4 prepared a meeting room for the Government's Forward Command (and the Ministry of National Defense) to serve in directing and operating online to respond to storm No. 5.

Military Region 4 directs the Military Staff, the Military Command (CHQS) of the provinces of Thanh Hoa, Ha Tinh, Quang Tri and Hue city to coordinate with Viettel Group, the Information and Communications Corps, the Central Post Office to ensure online delivery, TVs or LED screens, microphones, and audio systems (borrowing) to connect to television conferences to the Government Office, the Department of Rescue and related bridges according to the travel and landing scenarios of storm No. 5. Organize and assign participating cadres to ensure the composition and quantity of the Forward Command.

The Department of War War; the Information and Communications Corps coordinated with the Department of Rescue - Rescue, Viettel Group, the Central Post Office, relevant agencies and units to direct the provision of military information and communication infrastructure and support civil communication to serve the establishment and operation of the Forward Command of the Government (and the Ministry of National Defense) to direct and operate online to respond to storm No. 5 at the Military Region 4 Command, the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue city.

The Military Industry - Telecommunications Group (Viettel) coordinated with the Department of Rescue - Relief, the Information and Communications Corps, the Central Post Office, relevant agencies and units to ensure Internet connection (with reserves), flight camera systems for recording and television on the field, equipment to serve the establishment of the Forward Command of the Government (and the Ministry of National Defense) at the points of the Military Region 4 Command; National Center for Search and Rescue operations/Officers of the National Civil Defense Steering Committee and the points of the Military Commands of the provinces: Thanh Hoa, Ha Tinh, Quang Tri and Hue city to be ready to implement the online operation scenarios of the Government and the Prime Minister in response to storm No. 5.
