Taking advantage of this, some people have encroached on sidewalks and roads to illegally park vehicles at prices many times higher than the regulations.

According to Lao Dong Newspaper reporters in the Coconut market area, a series of spontaneous parking lots have sprung up with a fee of 50,000 VND/motorbike and 150,000 VND/car. However, at some points, car parking guards only accept motorbikes, not cars. At 4:30 p.m., this area had rain, so the raincoat and conical hat selling service was also popular, with hats priced at VND40,000/hat and paper raincoats at VND15,00020,000/hat.

Mr. Ha Van Tinh (in Ha Dong) said that his family rode a motorbike from home to the O Cho Dua intersection when they encountered a road closure, so they had to send 2 motorbikes for 100,000 VND and buy raincoats and hats for 200,000 VND. "Although it is much more expensive than usual, I accept it because the whole family is very excited to see this training session," Mr. Tinh shared.
In Hoang Cau street, each parking lot has a different price. The lowest is at the score of 20 Hoang Cau, collecting 20,000 VND/motorbike. Most spontaneous points encroaching on sidewalks, roads or even the foot of Cat Linh - Ha Dong urban railway bridge all charge 50,000 VND/motorbike. However, by 6:00 p.m., the number of vehicles was too large, many overloaded parking lots had to refuse customers or increase prices.
Meanwhile, the parking lots have signs from the Department of Construction, the price is still stable, the highest is 15,000 VND/motorbike. A parking attendant at 20 Hao Nam Street said that the number of vehicles was large, but "they only dared to collect a little more to compensate".

Along with parking services, motorbike taxi services also operate at full capacity and "priced". Taking advantage of the fact that people and tourists are not familiar with the road, some motorbike taxi drivers have not missed the opportunity to search for a way to avoid being lost. On the shortest road of Hao Nam Street (from De La Thanh Street to An Trach Street, about 800m), motorbike taxi drivers take the lowest 20,000 VND/trip.
A motorbike taxi driver named Tuan said: "If I take one person, I will get 20,00030,000 VND, but if I take two people, I will get 50,000 VND/trip. From the time the police banned the road until now, I have been able to run 3 speedboxes, the other brothers have about 4 speedboxes".

To prevent traffic jams and ensure the safety of people, the organizing committee has arranged about 12 gathering locations, 12 university campuses and 68 locations on the road for people to park their personal vehicles and then take public transport or walk to the central area. However, these locations are often far from road ban areas, so many people are afraid to park their vehicles, creating opportunities for spontaneous points to make a profit. Encroaching on sidewalks and roads to illegally park vehicles has caused local congestion in this area.
The organizers note that people should pay attention because licensed parking lots will have license plates from the Hanoi Department of Construction; have staff wearing uniforms, use transparent payment methods, do not use cash via QR codes. According to current regulations, temporary storage prices: motorbikes are not more than VND 10,000/trip; cars are not more than VND 30,000/trip/hour.
People should request to register tickets to ensure their rights when an incident occurs, and do not forget to bring a little room change when making non-cash payments due to network weakness.
