On January 14, the National Assembly's Law Committee held its 30th plenary session. According to the agenda, at this session, the Law Committee examined the Government's proposal on adjusting the Law and Ordinance Development Program for 2025; the establishment of wards in Phu My town and the establishment of Phu My city in Ba Ria - Vung Tau province; and held a Committee explanation session on "Implementation of administrative procedures in the customs sector".
Briefly presenting the Proposal on the proposal to adjust the law and ordinance development program for 2025, Deputy Minister of Justice Mai Luong Khoi stated that the Government proposed to add to the Law and Ordinance Development Program for 2025, submit to the National Assembly for comments, and approve according to the one-session process at the 9th Extraordinary Session (February 2025) the following: the draft Law on Government Organization (amended); the draft Law on Local Government Organization (amended) at the same time the National Assembly considers and approves the draft Law on National Assembly Organization (amended).
The Government proposes to adjust the time for submitting to the National Assembly for consideration, comment and approval of the draft Law on Promulgation of Legal Documents (amended) from the 9th Session to consideration, comment and approval at the 9th Extraordinary Session, at the same time as considering and approving draft laws and resolutions related to the organization and arrangement of the apparatus to ensure consistency in the authority to develop and promulgate legal documents with the authority of the subjects in the laws on organization.
Members of the Legal Committee basically agreed with the need to adjust the progress of 1 draft law and add 6 draft laws to the 2025 Program for the reasons stated in the Government's Submissions.
In particular, the Government's proposal to supplement 2 draft laws and adjust the progress of submitting 1 draft law to the National Assembly for consideration and approval at the Extraordinary Session in February 2025 is necessary to promptly institutionalize the Party's policy on innovation in law-making thinking and meet the requirements of streamlining and streamlining the organization of state agencies.
Chairman of the Law Committee Hoang Thanh Tung stated that the basic opinions agreed with submitting to the National Assembly for comments and approval according to the 1-session process at the 9th Extraordinary Session with 3 draft laws as submitted by the Government.
Presenting the Proposal on the establishment of wards in Phu My town and the establishment of Phu My city in Ba Ria - Vung Tau province, Deputy Minister of Home Affairs Vu Chien Thang said that according to the project, Tan Hoa ward and Tan Hai ward in Phu My town will be established on the basis of the original natural area and population size of Tan Hoa and Tan Hai communes; Phu My city in Ba Ria - Vung Tau province will be established on the basis of the original natural area, population size and 10 commune-level administrative units (7 wards and 3 communes) of Phu My town.
The members of the Law Committee basically agreed with the content of the Project to establish wards in Phu My town and establish Phu My city as submitted by the Government. The project dossier ensures sufficient conditions to be submitted to the National Assembly Standing Committee for consideration and decision.
Opinions also suggested that the authorities in newly established wards and cities should closely follow the Central Government's direction on the work of arranging and streamlining the organizational apparatus, and arranging appropriate cadres and civil servants to contribute to improving the effectiveness and efficiency of local government operations.
