On the afternoon of January 16, in Hanoi, Politburo Member, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the International Financial Center in Vietnam chaired the first meeting of the Steering Committee.
Concluding the meeting, the Prime Minister emphasized that the construction of the International Financial Center is a new task, but with the motto "not to be perfectionist, not impatient, not to miss opportunities", and "both doing and learning from experience, gradually expanding". The Government, ministries, branches, and localities have made efforts to implement and achieved some important initial results.
Regarding the viewpoint of action, the Prime Minister emphasized that what has been done must be successful, do what is done; carry out work in parallel, not "do this work and then do that".
The summary must outline the task; discussion must have a focal point for implementation; conclusion must have a deadline; implementation must be weighed - measured - measured - counted results. Each task after the conference needs to clearly define: who is in charge, who is coordinating, completion deadline, output products and inspection and supervision mechanism.
Minimize general assignment; thoroughly overcome the situation of shirking and avoiding; strengthen discipline and administrative order; link the responsibility of the head with the results of implementation.

The Prime Minister noted that it is necessary to take institutions as breakthroughs, considering this as core competition, Vietnam is lagging behind but must selectively inherit the quintessence of the world. Institutions must be superior, different, in line with international practices; and at the same time must be suitable for Vietnam's conditions, ensuring sovereignty, financial security, and data security.
To have an International Financial Center, first of all, there must be a team of managers, operators, experts, professional human resources, with heart, virtue, talent, strength, aspiration to contribute, professional ethics and discipline, including recruitment, human resource training and attracting international experts.
Infrastructure must be taken as the foundation. Infrastructure is not just transportation, electricity, water; but digital infrastructure, data, network security, data centers, transaction platforms, identification, authentication, intercommunication - information sharing.
Working as an International Financial Center must answer: what institutions, what products, what markets, what customers to attract; what value to create for the economy; what contribution to growth and jobs; what to spread for the common good?
Regarding a number of specific tasks in the coming time, the Prime Minister requested to urgently develop and submit to the Government for promulgation a Decree on specific mechanisms and policies for the operation of the Executive Council of the International Financial Center; develop and promulgate operating regulations of the International Financial Center, and working regulations of the Executive Council of the International Financial Center.
Along with that, recruit personnel and complete the arrangement of the operating headquarters of the Executive Council.
Ministries, branches, and two cities develop strategies to develop the International Financial Center to 2035, with a vision to 2045, ensuring suitability with conditions, trends, feasibility, and efficiency.
Ho Chi Minh City and Da Nang coordinate to connect operating technology infrastructure, ensuring data is "correct, sufficient, clean, live, unified, interconnected, and shared".
The Prime Minister set a target to launch the International Financial Center in Ho Chi Minh City no later than February 9, and at the same time launch the International Arbitration Center and Specialized Courts.
