On January 15, Deputy Prime Minister Ho Quoc Dung chaired a meeting of the Central Council for Coordination of Legal Dissemination and Education on the results of implementing tasks in 2025 and implementing tasks in 2026.
Concluding the Council meeting, besides the achieved results, the Deputy Prime Minister pointed out the shortcomings and limitations that need to be seriously learned from. Some tasks set out in 2025 are still behind schedule; inter-sectoral coordination is not close and lacks synchronization.
Policy communication is still not really effective; the allocation and use of funds for dissemination, legal education, legal aid and policy communication still faces many obstacles, and specific guidance is needed soon for unified implementation...
The Deputy Prime Minister emphasized that the task of the Council in 2026 requires the serious and substantive involvement of each member of the Council. Members of the Council fully promote their responsibilities, seriously implement the plans set out, considering this a very important stage in organizing law enforcement.

Government leaders assigned the Ministry of Justice - the Standing Agency of the Council - to urgently complete the report and work program on the basis of fully absorbing the opinions of members, and soon submit them for promulgation to organize implementation right from the beginning of the year.
Continue to research and advise on the implementation of innovative solutions to improve the effectiveness of legal dissemination and education in the new situation, in accordance with the thinking and requirements of the new era.
Effectively implement the work of disseminating and educating laws, providing legal aid and legal support for small and medium-sized enterprises, households and individuals doing business in the direction of "taking people and businesses as the center and towards the grassroots level", focusing on quality and efficiency.
The Deputy Prime Minister also requested to promote policy communication in accordance with the provisions of the Law on Promulgation of Legal Documents and the Press Law, considering this a mandatory process.
Continue to innovate and improve the quality of legal dissemination and education columns, strengthen coordination with press and media agencies; strive for each draft law to have a policy communication topic.
Promote the application of information technology and digital transformation in law dissemination and education and legal aid; maintain and promote the effectiveness of the National Legal Portal in the direction of becoming an effective interactive channel between people, businesses and state agencies.
The Deputy Prime Minister assigned the Ministry of Education and Training to coordinate with the Ministry of Justice to research and advise on comprehensively innovating legal education work in educational and vocational education institutions, ensuring compliance with new guidelines and regulations.
The Ministry of Justice is assigned to preside over the development and submission to the Prime Minister for approval of the Project "Building a culture of law compliance", creating a legal basis and resources to perform tasks, contributing to raising awareness of respecting the law and forming a habit of self-discipline in law compliance in society.
