From July 1, 2026, the 2025 Law on Network Security officially takes effect. This Law stipulates network security, network security protection; rights, obligations, and responsibilities of relevant agencies, organizations, and individuals.
Notably, this law has introduced specific regulations on preventing and combating child abuse in cyberspace.
It clearly states that children have the right to access information, participate in social activities, play, entertainment, protect personal secrets, privacy and other rights in cyberspace according to the provisions of law.
At the same time, children using value-added services in cyberspace, parents or guardians according to the provisions of civil law register accounts using the information of parents or guardians and are responsible for monitoring and managing the content children access, post and share information on those service platforms.
Information system managers, businesses providing services on telecommunications networks, the Internet, and value-added services in cyberspace have the following responsibilities:
Control the content of information on the information system or on services provided by businesses to prevent harm to children or child abuse or infringement of children's rights.
Preventing the sharing and deletion of information containing harmful content to children or child abuse or infringement of children's rights.
Building and deploying technical systems to support activities to prevent child abuse content in cyberspace.
Coordinate with agencies, organizations, and businesses to prevent sources of dissemination of child abuse information in cyberspace.
Promptly notify and coordinate with specialized forces to protect network security under the Ministry of Public Security for handling.
The law also clearly states that agencies, organizations, and individuals participating in cyberspace activities are responsible for coordinating with competent authorities in ensuring the rights of children in cyberspace; preventing and combating child abuse in cyberspace.
Agencies, organizations, parents, guardians, teachers, child caregivers and other related individuals are responsible for ensuring children's rights, protecting children when participating in cyberspace according to the provisions of the law on children and the provisions of this Law.
Along with that, specialized forces protecting network security and functional agencies are responsible for applying measures to prevent, detect, prevent, and strictly handle acts of using cyberspace that are harmful to children, child abuse, and infringement of children's rights.
